National Innovation Day October 1

With the aim of propagating, disseminating, communicating, raising awareness of the whole society about the role and key driving force of science and technology (S&T), innovation and digital transformation (DT) for rapid and sustainable socio-economic development. Arousing and spreading the spirit of passion for innovation, encouraging individuals, organizations, businesses, especially the young generation, private enterprises to actively participate in applied research, technology transfer and innovation activities, and innovation. Lai Chau Provincial People's Committee has just issued a Plan on Responding to the National Innovation Festival October 1, National Digital Transformation Day October 10, 2025 in Lai Chau province.

I. Content

1. Theme of the festival

- Theme of the National Innovation Day 2025: " Innovation for all people - Driving force for national development" . Slogan: "Warmly welcome to the National Innovation Day 01-10" .

- Theme of the National Digital Transformation Day 2025: "Comprehensive, nationwide digital transformation to accelerate and break through digital economic development" . Slogan: "Digital transformation: faster, more efficient, closer to the people"

2. Communication activities, responding to the National Innovation and Digital Transformation Day 2025

2.1. For the Innovation Festival

2.1.1. Organize information and propaganda of news and articles on innovation activities on the Department's website and science and technology information publications.

2.1.2. Hang banners and slogans to promote and respond to National Innovation Day 2025 in some public places in accordance with the provisions of law.

2.1.3. Propaganda and popularize widely the purpose and meaning of the National Innovation Day October 1.

2.1.4. Continue to disseminate and thoroughly implement effectively throughout society the Party and State's breakthrough guidelines and policies on the development of science and technology, innovation and national digital transformation in Resolution No. 57-NQ/TW dated December 22, 2024 of the Politburo ; Law on Science, Technology and Digital Transformation 2025 and newly issued regulations in the field of science and technology, innovation and digital transformation.

2.1.5 Organizing a workshop with the theme: " Innovation and digital transformation - Driving force for socio-economic development of Lai Chau province " :

- Workshop content: Propagating breakthrough solutions in Resolution 57-NQ/TW dated December 22, 2024. Meaningful purposes of the National Innovation and Startup Festival on October 1 , Digital Transformation Day October 10; solutions to promote innovation activities in all fields and form an innovation ecosystem in Lai Chau province in the coming time. Comprehensive, all-people, all-process digital transformation to accelerate and break through digital economic development.

- Time and location (expected ^1/2 _day October 10, 2025) at Lai Chau Provincial Cultural Conference Center .

- Workshop chair: Leaders of the Provincial People's Committee, Director of the Department of Science and Technology .

- Number of delegates: 120 delegates; Leaders of Lai Chau Provincial People's Committee; Representatives of science and technology research organizations and scientists, experts from Departments, Academies, Research Institutes; Representatives of leaders of departments, branches, Fatherland Front and socio-political organizations of the province ; Representatives of leaders of People's Committee , leaders of Culture-Social Departments of communes and wards ; Leaders of Departments, leaders of departments, units under the Department of Science and Technology ; enterprises, cooperatives in the province ; delegates with presentations ; Newspaper and Radio, Television, Provincial Electronic Information Portal.

2.1.6 Organizing exhibition space at the workshop " Innovation and digital transformation - Driving force for socio-economic development of Lai Chau province " .

- Number: 06 booths (including: 03 booths of innovative products , technology products , OCOP products , agricultural products... and 03 technology booths of telecommunications, internet, digital devices).

- Time 01 day , location : according to the workshop organization time section 2.1.5, at Lai Chau Provincial Cultural Conference Center .

2.2. For National Digital Transformation Day

2.2.1. Launch an emulation movement to respond to the National Digital Transformation Day 2025. Organize simultaneous communication with the message of National Digital Transformation Day on the digital environment, including social networking sites, websites, and electronic portals; large electronics stores, computers, and electronics supermarkets with banners and slogans welcoming the National Digital Transformation Day in accordance with the provisions of law.

2.2.2. Organize information and propaganda about National Digital Transformation Day in various forms such as: topics, columns, reports, seminars, articles about good deeds, positive activities, outstanding results of digital transformation at agencies, units, and localities.

2.2.3. Organizing business activities such as: Responding to National Digital Transformation Day on business websites; Encouraging businesses to have booths to display and introduce products and solutions on digital transformation in suitable fields for implementation in the province; Having promotional programs to encourage consumers to use digital products and services provided by businesses in accordance with the law.

2.2.4. Coordinate with the Hanoi Association of Information Technology and Telecommunications to organize a National Scientific Conference on digital transformation with the theme : "Digital transformation era: Opportunities and challenges for Vietnamese IT enterprises" with the aim of exchanging and sharing experiences, challenges and opportunities for Vietnamese IT enterprises in the process of implementing Resolution 57-NQ/TW.

- Host unit: Hanoi Association of Information Technology and Telecommunications and School of Technology, National Economics University.

- Coordinating units: Local IT Associations and Enterprises

- Time: September 27, 2025

- Location: Hoang Nham Hotel, Tan Phong Ward, Lai Chau Province

- Delegates: including guests inside and outside the university, researchers, lecturers from other universities, businesses, management agencies, press reporters, authors of articles and interested delegates (expected 200 delegates).

2.2.5. Launch of the Community Digital Technology Team to disseminate and support people in using digital technology platforms and digital services such as: Mobilizing and guiding people to use smartphones, access the internet to grasp information, update knowledge, use email and social networking platforms zalo, facebook... to communicate, interact and exchange information, hold meetings...; guide to install and use the VneID App_Electronic Identification App, VssID App_Social Insurance, Electronic Health Book App; National Public Service Portal dichvucong.gov.vn to perform administrative procedures; guide people to look up and learn about management and direction information on the Laichau.gov.vn Provincial Electronic Information Portal; guide people to pay attention, follow and interact on the Official Account Zalo Lai Chau Provincial People's Committee and Facebook Fanpage Lai Chau Provincial People's Committee to follow, interact and respond to information...; Instruct people, production and business households to use digital platforms and digital technology to buy/sell online, promote and introduce products, expand new distribution channels, expand product consumption markets: open digital booths to sell products on large and reputable e-commerce platforms. Propagate and popularize the use of bank accounts for people, guide people to use bank account apps, e-wallets for online payment transactions... Instruct people to install LaiChau-S application on mobile phones and access via website https://phananh.laichau.gov.vn

2.2.6. Donating phones and SIM cards to poor and near-poor households in Tan Phong ward, Doan Ket ward, Ta Leng commune, Phong Tho commune (donated at the workshop Innovation and digital transformation - Driving force for socio-economic development of Lai Chau province )

II . TIME OF ORGANIZATION

Communication activities in response to the National Innovation and Digital Transformation Day 2025 in the province are held from September 24 to October 12, 2025.

III. ORGANIZATION FUNDING

The budget for implementing the National Innovation and Digital Transformation Day 2025 in the province is used from the regular expenditure sources of agencies and units; the state budget assigned to the Department of Science and Technology, mobilized from funding sources, socialization, mobilization from society, community and other legal sources for implementation.
