According to the plan, the National Information System on Science , Technology and Innovation (S&I) will be built in a centralized, synchronous manner, ensuring safety and security, while effectively connecting agencies, organizations and businesses in the digital environment. The system will become a repository for storing, sharing and publicly disseminating research results and applications of science and technology, helping organizations and individuals to conveniently exploit and use it. This is not only a data management platform but also a tool to promote innovation, support policy making, and orient research and development, contributing to making science and technology a key driving force for sustainable growth.
The system implementation roadmap is specifically designed until 2026. In 2025, the focus will be on surveying operations at the central and local levels, and at the same time, developing regulations on features, functions and scope of implementation, ensuring that the system is suitable for practical needs. In early 2026, the digital platform architecture will be issued as a basis for software development. By mid-2026, the system software will be completed, and training courses and user guides will be organized for administrators and users at all levels. In particular, by August 2026, the system will officially operate nationwide, becoming a unified information channel on science, technology and innovation.
For effective implementation, the Department of Information and Statistics ( Ministry of Science and Technology ) is assigned as the host unit, responsible for coordinating with ministries, branches and localities nationwide to build the National Information System on Science, Technology and Innovation. The National Data Center on Science and Technology directly assumes the role of coordinating, monitoring progress, ensuring the system is deployed synchronously, safely and effectively. In addition, central and local agencies and organizations are responsible for providing data, participating in giving comments, and perfecting the platform. This clear division of responsibilities not only improves the effectiveness and efficiency of state management, but also contributes to building the system into a centralized and practical information channel, meeting the needs of exploitation, research and application of enterprises, research institutes, universities as well as the scientific community nationwide.
The practical significance of the system is demonstrated in many aspects. This is a tool to help improve the effectiveness of state management, support management agencies to comprehensively grasp the situation of research, application and technology transfer nationwide. At the same time, the system will form a centralized, transparent data warehouse, facilitating the scientific community in research, learning and cooperation. For businesses, the platform opens up opportunities to access information, connect research, apply scientific results to production and business, thereby improving competitiveness.
