On the morning of September 12, 2025, in Hanoi, the Ministry of Science and Technology held a conference on direct and online coordination of state management work in the third quarter of 2025 to evaluate performance and set out directions for the fourth quarter. The conference was chaired by Minister of Science and Technology Nguyen Manh Hung, with the participation of leaders of units under the Ministry and representatives of 34 Departments of Science and Technology nationwide.

In the third quarter, the Ministry advised the Government and the Prime Minister to issue 8 Decrees, 4 Resolutions and 6 Decisions, many of which are important for the development of science, technology, innovation and digital transformation. These include Decree No. 194/2025/ND-CP detailing a number of articles of the Law on Electronic Transactions, creating a basis for connecting and sharing national data; Decision No. 1562/QD-TTg on ensuring connectivity, synchronization and state secrets in digital transformation of the entire political system; or Decision No. 1565/QD-TTg on improving the quality of online public services throughout, towards providing personalized digital services for people and businesses.
Management work in the fields has been implemented synchronously: Science and Technology, Innovation, Post and Telecommunications, Digital Technology Industry, Digital Transformation, Intellectual Property, Quality Measurement Standards, Atomic Energy. Along with that, the Ministry has successfully organized many important political and professional activities, including the 1st Party Congress of the Ministry of Science and Technology, term 2025 - 2030 and events celebrating the 80th anniversary of the tradition of science, technology, post and telecommunications.
Overview of the online conference.
Based on the results achieved, the Ministry of Science and Technology identified a series of key tasks for the fourth quarter of 2025. Specifically: The Ministry focuses on perfecting institutions, policies, and laws, preparing to submit to the National Assembly 5 major draft laws: Law amending and supplementing the Law on Intellectual Property; Law on High Technology (amended); Law amending and supplementing the Law on Technology Transfer; Law on National Digital Transformation; and Law on Artificial Intelligence. Along with that, the Ministry urgently develops and submits to the Government for promulgation 16 Decrees guiding the implementation of 5 important laws passed by the National Assembly, ensuring that the laws quickly come into life; continue to implement Resolution No. 57-NQ/TW on breakthroughs in science, technology development, innovation and national digital transformation; Assign local departments of science and technology to actively participate in the preparation of documents for the Party Congress for the 2025-2030 term;… In addition, departments of science and technology will continue to promote the implementation of specific tasks: building a list of local strategic technologies, developing a creative startup ecosystem, organizing activities to connect technology supply and demand, improving intellectual property capacity, promoting digital transformation at the commune and ward levels… This is considered an important step to make science, technology and innovation truly become the key driving force of development.
Also at the Conference, leaders of the Ministry of Science and Technology and localities listened to and frankly discussed difficulties and problems, and agreed on many solutions to promote science, technology, innovation and digital transformation in the coming time.
Entering the fourth quarter, with a series of key tasks identified, the Ministry and localities need to accelerate implementation, ensuring the completion of the 2025 target, while creating a premise for the new stage. The close connection between the Central and local levels, the companionship of businesses and the scientific community will be the decisive factor for science, technology, innovation and digital transformation to truly become the pillars of sustainable development of the country in the coming years.
