Lai Chau is a “smart – green – unique highland”, based on a biodiversity economy , clean energy, agriculture and community tourism associated with digital services. Promote science, technology, innovation and digital transformation of Lai Chau to transform ecological, biodiversity, cultural and border trade advantages into productivity, quality and high added value, based on 5 principles: people and businesses are the center; data is the foundation; green, inclusive, climate-adaptive; public-private partnership with institutes and schools; fast piloting, fast replication and 4 pillars: ecological agriculture – high-quality medicinal herbs; climate-adaptive energy and infrastructure; ecotourism, culture, smart border trade; inclusive digital transformation.
To realize the above tasks, 10 scientific , technological, and digital transformation issues need to be researched, applied, and deployed for Lai Chau to make a comprehensive breakthrough:
1. Smart agriculture , climate change adaptation
Research and develop varieties of medicinal plants, tea, macadamia, rubber, temperate vegetables, some endemic and indigenous flora and fauna... suitable for high mountain terrain.
Applying internet of things (IoT) technology, climate sensors, and water-saving drip irrigation.
Applying artificial intelligence (AI) to forecast weather, plant/animal diseases; managing crops with AI; digital agricultural product trading floor.
Forming and implementing Agricultural Program No. 36 communes.
2. Technology for developing medicinal plants and indigenous agricultural products
Building a gene bank of precious medicinal plants (Lai Chau ginseng, codonopsis, dodder, panax notoginseng, coix seed, cardamom...).
Applying biotechnology and deep processing to create pharmaceutical products and functional foods.
Tracing the origin using blockchain technology for agricultural products.
Factory for extracting essential oils, medicinal teas, functional foods; utilizing by-products to make organic fertilizers - biomass pellets.
3. Developing sustainable renewable energy
Research on electricity storage technology, community battery storage, smart grid management.
Research on combining renewable energy with biomass electricity from agricultural by-products.
"Clean energy village" model serves remote border areas.
4. Technology for conservation and promotion of biodiversity
Research on conservation of rare animal and plant genes using genetic data digitization technology.
Developing ecotourism, research associated with conservation; extraction, preparation.
5. Smart tourism management and development technology
Applying AI/Big Data to analyze tourist behavior and promote digital tourism.
Developing Lai Chau smart tourism ecosystem (digital map, 3D virtual reality, AR/VR introducing Lai Chau culture).
Research on sustainable community tourism model associated with ethnic culture (Thai, Mong, Dao, Lu, Si La, La Hu...) and ecological diversity; green standard homestay program.
AI application to translate ethnic languages directly into Vietnamese, English, and Chinese to serve domestic and foreign tourists; open digital library; digital tour guide.
6. Developing mountain logistics technology
Research logistics solutions suitable for rugged terrain (off-road electric vehicles, delivery drones).
Blockchain application in agricultural and medicinal product supply chain.
Building a smart logistics center associated with Ma Lu Thang international border gate, cold transit station; smart transport route.
7. Digital technology, preservation and development of ethnic minority culture
Digitizing languages, musical instruments, festivals, traditional costumes with AI/VR.
Applying 3D/Metaverse technology to recreate cultural spaces and create digital tourism products.
Building an open database on Lai Chau culture and history.
8. Telemedicine technology, community health care in mountainous areas
Telemedicine application (remote medical examination), AI diagnosis of common diseases in mountainous areas, AI image reading (X-ray, basic ultrasound);
Application of mobile medical devices, rapid testing in remote villages.
Research on combining modern medicine with traditional indigenous medicine, preparing secret remedies of ethnic groups in the province.
9. Technology for natural disaster prevention and climate change
Early warning system for flash floods and landslides using AI + IoT sensors + surveillance drones.
Research on digital maps of natural disaster risks at commune level.
Research and develop housing and infrastructure models that adapt to highland climates.
10. Comprehensive digital transformation of government, economy, education, and society
E-government, digital government, digital economy in border areas.
Satellite internet infrastructure for remote and border areas.
Applying big data to urban planning, land, forest management, environmental and population management.
Digital human resource training for ethnic minority youth.
Bilingual digital learning materials (Kinh - ethnic); smart schools in mountainous areas.
To realize scientific and technological issues, Lai Chau actively cooperates with research institutes and universities in biology - pharmacy, artificial intelligence (AI); clean energy corporations; logistics enterprises; digital platforms; venture capital funds; environmental development and protection organizations, and domestic and foreign expert networks. Forming a "exit - replace - try" mechanism for tasks and projects that do not meet KPIs
