Implementing Resolution No. 06-NQ/TU (dated May 17, 2021) of the Provincial Party Committee "On sustainable socio -economic development associated with ensuring solid national defense and security in communes, villages and hamlets in ethnic minority areas, mountainous, border and island areas for the period of 2021-2025, with a vision to 2030", in which one of the important tasks and solutions identified is: "Building a team of ethnic minority cadres, civil servants, public employees and people working in ethnic minority areas, mountainous, border and island areas with sufficient qualities, capacity and prestige to meet the requirements of the task".
According to statistics from the Department of Home Affairs, the province currently has 30,753 cadres, civil servants and public employees (CBCCVC), including 3,511 ethnic minority CBCCVC, mainly Tay, San Diu, Dao and San Chi ethnic groups.
To ensure the quality of the staff in general, and ethnic minority staff in particular, to meet the requirements of the task, the Department of Home Affairs has advised the Provincial People's Committee to issue a plan for training and fostering cadres, civil servants and public employees for the period 2021-2025 and an annual plan. Accordingly, training and fostering of cadres, civil servants and public employees at home and abroad for the period 2021-2025 has been organized for an estimated 36,878 people, including cadres, civil servants and public employees who are ethnic minorities and have been trained and fostered in expertise, profession, political theory, state management, foreign languages, IT, etc.
Dien Xa is a mountainous commune of the province with over 80% ethnic minorities. After implementing the 2-level local government model, the total staff of the People's Committee of the commune is 25 people, of which 10 are ethnic minority officials (3 are managers). To improve the qualifications and capacity of commune officials, the commune has recently reviewed and made a list of people sent for training and fostering; and has done a good job of rotation and mobilization so that ethnic minority officials can be trained, educated and matured from the grassroots.
Ms. Be Thi Thu, Chief of Office of Dien Xa Commune People's Committee, a Tay ethnic, said: Ethnic minority cadres and civil servants like us have always received attention from the local government, especially in recruitment, appointment, job arrangement, training and development, creating conditions for cadres and civil servants to improve and develop. I myself have also received favorable conditions from the local government to attend training courses on professional skills, state management, and department-level leadership. The learning and training process has helped me to change my thinking and awareness more and more, and become more confident in my professional skills to perform my duties.
The use and management of ethnic minority cadres, civil servants and public employees in the province has been carried out by agencies and units based on job positions, while also being linked to work capacity and expertise, ensuring relative harmony and rationality. In addition, the management and evaluation of cadres, civil servants and public employees has also been given attention by agencies, units and localities. The results of the evaluation and classification of quality are an important basis for the implementation of planning, appointment, reappointment, training and fostering of ethnic minority cadres, civil servants and public employees. Party committees at all levels have paid attention to mobilizing and rotating cadres to the grassroots or between localities, agencies and units, both to ensure the increase of human resources for necessary areas and fields and to meet the requirements of training cadres through practice in difficult places. Accordingly, the rate of ethnic minority cadres, civil servants and public employees participating in provincial-level agencies and organizations exceeds the rate prescribed by the Central Government.
