Faced with the complicated developments of storm No. 9 (Ragasa) , the Provincial People's Committee requested the Heads of departments, branches, localities, units, agencies and enterprises in the province to promptly deploy storm prevention plans early and from afar, ensuring the safety of people's lives and minimizing property damage. In particular, resolutely and effectively implement the direction of the Prime Minister, the National Civil Defense Steering Committee, the Chairman of the Provincial People's Committee, and the Provincial Civil Defense Command on proactively responding to super storm No. 9; closely monitor the developments of the storm and dangerous weather patterns; mobilize the entire political system to take action, absolutely not to be negligent or subjective.
Departments, localities, and units assign and arrange leaders to be on duty and handle situations in the locality and in high-risk areas (because the storm's likely impact coincides with the time of the 16th Provincial Party Congress, many key officials of departments, branches, and localities are delegates attending the Congress.
Communes, wards, and special zones (especially coastal localities) inform people about storm developments and promote good storm prevention and control; promptly check and count all local boats and vehicles operating at sea and along the coast; call on boats to take shelter in safe places, reinforce houses, dykes, aquaculture cages, prune trees, and control traffic during storms...
The Provincial People's Committee also requested the Department of Agriculture and Environment to coordinate in monitoring storms, directing reservoirs, and calling fishing boats to safe places. The Department of Construction inspected civil works and traffic infrastructure, and was ready to ban the sea when necessary. The Department of Industry and Trade ensured production safety and supply of essential goods. The armed forces prepared vehicles and rescue forces; the Border Guard organized flares to call for boats.
Other departments and branches proactively ensure safety of people, property, and infrastructure, especially schools, hospitals, industrial parks, coal mines, and telecommunications systems.
The Provincial People's Committee requests agencies and units to organize 24/7 duty, promptly report to the province for handling, and absolutely not be passive or surprised.
