The province vigorously implemented the National Target Program and resolutions, creating concentrated resources for ethnic minority areas. Quang Ninh allocated a total capital of VND 786,887 billion for 179 essential infrastructure investment projects supported by the provincial budget under the 2025 Program; of which 55 projects were implemented under the mechanism of the Overall Program for Socio -Economic Development of Ethnic Minority and Mountainous Areas, and 124 projects were implemented under the mechanism of the New Rural Development Program. By the end of June 2025, VND 381,319 billion had been disbursed. Thereby, initially forming traffic, water supply, trade and communication works to help connect ethnic minority areas with markets and services.
Rural transport infrastructure projects implemented under the Renovation and Upgrading Project have started 70/73 projects and completed 44/73, equivalent to 72.47km/151.9km, contributing to shortening the time of transporting agricultural products and reducing travel costs for people.
The province maintains 100% of ethnic minority households using safe and continuous electricity. The telecommunications network covers the entire population with 4G with 5,234 transceiver stations... This helps people access market information, digital banking services and communication programs to support production in the best way.
The local budget capital entrusted through the Social Policy Bank for lending to create jobs for ethnic minority, mountainous, border and island areas has been effectively implemented, meeting the capital needs of organizations, individuals and households to develop production and business. Thereby, in the first 6 months of 2025, 41.9 billion VND has been deployed for 461 loan customers; debt collection turnover is 48.5 billion VND; outstanding debt by the end of June 2025 reached 302.4 billion VND with 4,065 loan customers with outstanding debt.
Along with that, the development of production in ethnic minority areas is focused. The planting area and output of rice, corn, potatoes, and vegetables are maintained, with an estimated rice yield of 55.2 quintals/ha. The total area of forest certified by FSC (verifying the origin of wood and forest products, ensuring they are produced from sustainable sources, complying with environmental, social and economic standards) is 36,311ha. This contributes to increasing the value of wood products and expanding the market for forest products for ethnic minority forest owners. The output of timber exploitation in the first 6 months of 2025 reached 875,365m3. The aquaculture sector has a roadmap to recover and improve farming and exploitation productivity.
The OCOP program has been promoted by the province in ethnic minority and mountainous areas, contributing to increasing revenue and diversifying livelihoods for people. In the first 6 months of 2025, the whole province had 432 OCOP products with 3 stars or more, many of which were ethnic minority people.
The province has also actively carried out the work of stabilizing the population. The program of eliminating temporary and dilapidated houses has been implemented. The work of planning, arranging the population and supporting residential and production land has been carried out through projects and land policies, contributing to creating a sustainable foundation for the development of household economy. Up to now, basically, people in ethnic minority and mountainous areas, border and island areas have had residential and production land.
Rural trade development has been strengthened. The province currently has 135 markets, 26 supermarkets, 7 shopping malls, 394 convenience stores, and OCOP points of sale. This facilitates the circulation of goods, the consumption of local products, and the development of on-site services for ethnic minority people.
The results achieved in the first 6 months of 2025 affirm the effectiveness of concentrating resources and implementing synchronous and practical solutions, contributing to improving the material life and livelihoods of ethnic minorities in the province. The average income per capita of ethnic minority, border and island areas of Quang Ninh in 2024 will reach 84,147 million VND/person/year; about 1.43 times higher than the average income per capita of the whole country and about 3 times higher than the country's common goal by 2025 of raising the average income of ethnic minorities.
