The Politburo has just issued Regulation No. 368-QD/TW dated September 8, 2025 on the list of positions, title groups, and leadership positions of the political system.

Regulation No. 368-QD/TW stipulates the scope, objects, purposes, requirements, viewpoints, principles and contents of promulgating the list of positions, title groups, and leadership positions of the political system.

Regulation No. 368-QD/TW applies to Party committees, Party organizations, agencies, units and leaders and managers in the political system.

Regarding the viewpoints and principles for determining leadership titles and positions in the political system, Regulation No. 368-QD/TW clearly states: Ensure strict implementation of the Party's guidelines and policies, the State's policies and laws, especially the principles of democratic centralism and collective decision-making; fully promote personal responsibility, first of all as the leader in personnel work and personnel management.

The arrangement of leadership positions and titles must follow the principle that the superiors and direct superiors are arranged in groups, and the deputies and direct subordinates are arranged in corresponding groups and levels according to the position level.

According to the list of positions, title groups, and leadership positions of the political system, it clearly states the key leadership positions and senior leadership positions of the Party and State.

Key leadership positions of the Party and State include: General Secretary, President, Prime Minister, Chairman of the National Assembly , and Standing Member of the Secretariat.

Senior leadership positions of the Party, State and Vietnam Fatherland Front include: Politburo member, Secretariat member, Chairman of the Central Committee of the Vietnam Fatherland Front, Chairman of the Central Inspection Committee, Head of the Party Central Committee, Chief of the Party Central Office; Director of the Ho Chi Minh National Academy of Politics; Vice President, Deputy Prime Minister, Vice Chairman of the National Assembly, Chief Justice of the Supreme People's Court, and Chief Prosecutor of the Supreme People's Procuracy.
