The directive states: The Politburo has issued Directive No. 46-CT/TW dated May 16, 2025, on leading the election of deputies to the 16th National Assembly and the election of deputies to People's Councils at all levels for the 2026-2031 term; the National Assembly has issued Resolution No. 199/2025/QH15 dated May 21, 2025, on shortening the term of the 15th National Assembly and People's Councils at all levels for the 2021-2026 term; accordingly, the election day for deputies to the 16th National Assembly and People's Councils at all levels for the 2026-2031 term will be held on Sunday, March 15, 2026.
The election of deputies to the 16th National Assembly and representatives to the People's Councils at all levels for the 2026-2031 term is a major political event of significant importance to the entire country and each locality. It is being held at a time when the country has been undergoing reforms for nearly 40 years, achieving many important and comprehensive achievements in all fields, creating many outstanding milestones, and strengthening Vietnam's position in the region and internationally. The revolution in the organization and operation of the two-tiered local government system is a new foundation, creating a new momentum to lead the country into a new era – an era of striving for development, wealth, civilization, prosperity, and flourishing.
Along with the 14th National Congress of the Party, the election of deputies to the 16th National Assembly and deputies to People's Councils at all levels for the 2026-2031 term has been identified by the Party, the National Assembly, and the Government as key tasks for the entire Party, the entire people, and the entire army in 2026; it is a broad and profound democratic campaign and activity among all strata of the people to select and elect outstanding representatives to represent the people nationwide in the National Assembly, the highest state power body, during the 16th National Assembly term, and representatives to represent the people at the local level in the People's Councils at all levels, the state power bodies at the local level, during the 2026-2031 term.

Develop plans and strategies to ensure traffic order and safety, as well as smooth communication during the preparation and organization of the elections.
In order to ensure that the election of deputies to the 16th National Assembly and deputies to the People's Councils at all levels for the 2026-2031 term is organized in a democratic, equal, lawful, safe, economical manner, and truly as a festival for the entire nation; and to create the most favorable conditions for the people to fully exercise their right to self-governance in selecting, nominating, and electing individuals with sufficient virtue and talent, worthy of representing the people of the whole country in the National Assembly and People's Councils at all levels, the Prime Minister instructs:
The Ministry of Interior is the permanent agency responsible to the Government and the Prime Minister for advising and assisting the Government and the Prime Minister in directing ministries, ministerial-level agencies, government agencies, and People's Committees at all levels to carry out election work in accordance with the law and the assignment of the National Election Council; guiding and training on election organization work nationwide; guiding and implementing emulation and reward work in election organization according to regulations; inspecting and urging People's Committees at all levels to implement the provisions of the law on elections and guiding documents of the National Election Council, the Standing Committee of the National Assembly, the Government, the Prime Minister, and the Central Committee of the Vietnam Fatherland Front. In close coordination with the Office of the National Election Council, the Government Office, and relevant agencies, monitor and update the preparation and progress of election work at ministries, ministerial-level agencies, government agencies, and People's Committees at all levels, in order to promptly compile and report to the Government and the Prime Minister in accordance with the law on elections.
The Ministry of Culture, Sports and Tourism, in coordination with the Central Propaganda and Mass Mobilization Department and relevant agencies, will develop and issue a plan for implementing information and propaganda work; direct and guide central and local information and press agencies to organize timely and extensive propaganda among cadres, civil servants, public employees, armed forces, and all strata of the people about the meaning and importance of the election; the right to candidacy and the right to vote of citizens as stipulated in the Constitution; the basic contents of the Law on the Organization of the National Assembly, the Law on the Organization of Local Government, the Law on the Election of National Assembly Deputies and People's Council Deputies, and election guidance documents of ministries and central agencies; contributing to raising the sense of ownership and self-awareness of all citizens, agencies, and organizations in carrying out election work.
The Ministry of Ethnic Minorities and Religions is responsible for determining the administrative units of communes in mountainous areas, and the Ministry of Interior is responsible for determining the administrative units of communes in islands, as a basis for determining the number of commune People's Council representatives to be elected in the 2026-2031 term.
The Ministry of Ethnic Minorities and Religions and the Ministry of Home Affairs will announce the determination of commune-level administrative units in mountainous and island areas on the National Election Council's website and on the National Assembly's electronic portal (http://www.quochoi.vn) before November 1, 2025.
The Prime Minister has assigned the Ministry of Public Security, the Ministry of Construction, and the Ministry of Science and Technology, within their assigned duties and powers, to develop specific plans and measures to ensure traffic safety and smooth communication during the preparation and organization of the elections; especially before, during, and after election day.
The Ministry of Science and Technology provides guidance on strengthening digital transformation and applying information technology in the implementation of election work.
The Ministry of National Defence and the Ministry of Public Security, according to their assigned duties and powers, shall develop plans and strategies for deploying forces to ensure political security and social order and safety throughout the preparation and organization of the election, paying particular attention to ensuring security and order in key areas and strategically important regions for national defence and security; and shall direct and guide the military and police forces participating in the election.
The Ministry of Public Security, in coordination with the Ministry of Science and Technology and the Ministry of Culture, Sports and Tourism, will lead efforts to prevent cyberattacks, ensure cybersecurity, protect information systems serving the election, and promptly prevent and handle acts of disseminating false information that affect the election.
The Ministry of Public Security provides population data to the National Election Council and the Ministry of Interior; directs the Public Security agencies of provinces and cities to provide local population data to the Standing Committee of the People's Council, the People's Committee, and the Election Committees at all levels to serve the compilation and statistical analysis of population data and voter lists for each administrative unit at the provincial and commune levels; and guides the exploitation and use of the National Population Database and the application of electronic identification (VneID) in the process of compiling voter lists, printing voter cards, etc.
The Prime Minister requested the Ministry of Finance to balance and arrange funds in a timely manner for central and local agencies to carry out election work; guide the preparation of estimates, management, use, settlement and inspection of the use of election funds; ensure that funds are used for the right purposes, requirements, economically, effectively and in accordance with the provisions of law.
The Ministry of Health, in coordination with relevant agencies, will regularly monitor and update the disease situation; direct health units to cooperate with local authorities at all levels and election organizations to proactively develop plans to respond to and prevent disease outbreaks, ensuring safety during the preparation and organization of the election.
The Ministry of Agriculture and Environment, in coordination with relevant agencies, will regularly monitor and update the situation, proactively respond to natural disasters, and proactively develop plans and coordinate with localities to promptly respond to potential natural disasters in certain areas and regions during the preparation and organization of the election.
The Government Inspectorate shall preside over and coordinate with relevant agencies to guide the declaration of assets for individuals nominated to run for National Assembly and People's Council representatives at all levels, as directed by the National Election Council and the Standing Committee of the National Assembly; and shall preside over or coordinate with ministries, sectors, and localities to promptly and lawfully resolve complaints and denunciations from citizens before, during, and after the election.
The Prime Minister assigns the People's Committees at all levels, within their respective duties and powers, the responsibility to coordinate with the Standing Committee of the People's Council, the Standing Committee of the Fatherland Front Committee at the same level, and local election organizations to organize the election of deputies to the 16th National Assembly and deputies to the People's Councils at all levels for the 2026-2031 term, in accordance with the directives of the Politburo and the Secretariat, the National Election Council's election work plan, the guidance of the National Assembly Standing Committee, the Central Committee of the Vietnam Fatherland Front, and the direction of the Government and the Prime Minister; to proactively implement and ensure the progress of preparations for the election; the consultation process for selecting and nominating candidates for the National Assembly and People's Councils at all levels; the procedures for conducting work before, during, and after election day; and the material and technical conditions serving the election.
The Prime Minister requests that Ministers, heads of ministerial-level agencies, heads of government agencies, and chairpersons of provincial and city People's Committees, within their respective duties and powers, urgently implement the preparation and organization of the election; strengthen the handling of citizen complaints and denunciations regarding the election within their authority; and promptly submit reports to the Ministry of Interior and the Government Office for compilation and submission to the Government and the Prime Minister on the progress of the preparation, implementation, and organization of the election, including election day, according to the schedule of each stage of the election, ensuring the successful conduct of the election of deputies to the 16th National Assembly and deputies to People's Councils at all levels for the 2026-2031 term.
