Comrade Vu Duc Huong, Chairman of the People's Committee of Van Don special economic zone, chaired a meeting to resolve site clearance for projects.
Currently, the Van Don Special Economic Zone People's Committee is focusing on directing the completion of site clearance for 3 key projects, namely: Road 334 expansion project from Ao Tien golf course to the complex park intersection; high-end resort and entertainment complex, golf course and residential area Monbay Van Don; Dong Dong reservoir. These projects not only have the meaning of developing transport infrastructure, tourism and services but also play an important role in completing the basic infrastructure system, attracting strategic investment into Van Don Special Economic Zone.
There are about 600 organizations and households involved in the land acquisition and compensation work of these 3 projects, with an area that needs to be counted of nearly 1,000 hectares, an extremely large number in the context of land acquisition and compensation work facing many difficulties due to the limited human resources serving the implementation of the local compensation support count.
For example, in the project to expand Highway 334 from Ao Tien Golf Course to the complex park intersection, the Van Don Special Zone Land Fund Development Center (PTQD) is currently carrying out the inventory and supporting compensation for land acquisition and clearance related to 211 organizations and individuals. To ensure progress according to the direction of the Provincial People's Committee and the Special Zone People's Committee, the Van Don Special Zone Land Fund Development Center had to divide into many working groups to synchronously deploy solutions, closely follow the area to propagate and mobilize people's consensus, creating conditions for the working group to carry out the inventory.
Ms. Truong Thi Diep, Head of the Land Acquisition Team 1, Van Don Special Zone Development Center, shared: The staff of the Land Acquisition Center worked almost without days off, even during the recent September 2nd holiday, to ensure the set progress. The People's Committee of the special zone also decided to mobilize more human resources from the specialized departments and offices of the special zone to increase the number of personnel to support the Center's Land Acquisition Teams.

From the solutions being implemented, as of September 14, the project to expand Road 334 from Ao Tien Golf Course to the complex park intersection has completed the inventory of 181/211 cases, of which 13 cases have been posted, plans have been made for 13 cases, documents confirming the origin of land have been completed for 137 cases, and 18 cases are being inventoried; 30/211 cases have not been inventoried because 6 cases have not cooperated and 24 cases are ownerless plots.
Ms. Bui Thi Tuyet, village 4, Van Don special zone, said: My family has about 246m2 , of which 199m2 is subject to land acquisition for the construction of road 334 expansion. With the propaganda and mobilization, my family agreed to count and make a compensation support plan. We hope that the local government will have the most optimal support plan so that the family has the motivation to rebuild their housing.
The Dong Dong reservoir land acquisition project has a total area of about 693 hectares, with 151 affected households, divided into 2 phases of land acquisition. This project has been implemented since 2017, however, due to many different reasons regarding planning and support policies, the project has not been completely completed. With the goal of completing land acquisition for the entire area in the project planning by 2025, the Van Don Special Zone People's Committee requested the Center for Land Acquisition to speed up the implementation progress, not to let it backlog, prolong, affecting the investment goals of the project. Currently, phase 1 has completed land acquisition for 60 households, with an area of 259.4 hectares; disbursed over 122 billion VND. Phase 2 is implementing land acquisition for 91 households, with an area of about 433.6 hectares.
Immediately after being propagated and mobilized by agencies and units, up to now, 15 households have received money and handed over land, with the amount of 6.7 billion VND; 6 households have had their support plans listed, eligible for appraisal; 23 households are completing documents and making plans; the remaining households are in the process of completing procedures according to regulations due to the need to determine the origin of the land, resolve land overlaps, and review the legality of land use right certificates.
Mr. Bui Van Huong, Director of the Van Don Special Zone Development Center, said: The 3 key projects being implemented by the unit for land acquisition and clearance have all lasted for many years, the backlog of documents is complicated, in many cases there is overlapping land and even the land plot owners are residing abroad, unable to meet and discuss. We are focusing on human resources to review each case, ensuring publicity and transparency, while listening to the people's legitimate petitions to find a reasonable and sympathetic solution. For the land plots without owners, the unit has posted a public notice on the mass media, if within the prescribed time no one comes to resolve the issue, the unit will report to the authorities to take steps according to the law.
With high political determination, synchronous participation of all levels and sectors and consensus of the people, site clearance work in Van Don special economic zone is expected to make new progress, contributing to realizing the development aspirations of the strategic economic zone.
