People agree to hand over land for the construction of Tan Phu - Bao Loc and Bao Loc

All resources are highly concentrated on site clearance work. This is not just a matter of administrative procedures, but a key step to launch two historic highway projects for Lam Dong people.

The center of these efforts is the work of mobilizing and propagating the people to hand over the land, organizing the inventory of the current status and especially the meeting to review the origin and legality of land use of thousands of households, individuals and organizations whose land was recovered. This work has been carried out urgently and effectively by communes, wards and related units for over a month and has achieved remarkable results, demonstrating the efforts to count crops and architectural objects that must be cleared to serve the expressway project.

According to a report from the Provincial Land Fund Development Center, by the end of October 2025, many localities had registered their names on the "finish line" list with a 100% counting rate. Typical examples are Ward 1 (Bao Loc), Hoa Ninh Commune and Di Linh Commune. These numbers are very encouraging for both the government and the people, because this is not only an achievement, but also a testament to the determination and efforts day and night to resolve the problems surrounding these two projects, but also demonstrates the solidarity and unanimity of the entire political system and the people in implementing these two key national projects.

To ensure the progress of site clearance for these two highway projects, Lam Dong Provincial People's Committee has established a steering group; regularly inspects the site and promptly directs the resolution of problems to promote weekly progress.

Departments, branches, sectors and localities have shown a sense of responsibility, participated responsibly and increased coordination, determined to completely resolve all arising problems. The Provincial Land Fund Development Center has closely coordinated with the Provincial Land Registration Office to correct cadastral maps, support the accurate identification of land owners, and closely follow the assigned tasks to promote the progress of site clearance.

People's Consensus

Local authorities at all levels have really “joined in”, stepped up propaganda work, and mobilized people to agree and cooperate. However, the most important factor for success is the consensus of the people.

The working groups have been closely following and applying the method of mobilizing each alley and each house, not only to measure, but also to listen to the thoughts and aspirations of the people. They organized announcements and meetings with the people to clearly explain the great benefits that the project brings to the overall development of the province, as well as the compensation and resettlement support policies in a thorough and clear manner, so the people responded wholeheartedly.

During the implementation process, many households expressed their agreement and willingness to cooperate with the government. A typical example is the emotional sharing of Mr. Vu Duc Hoa, a resident of Group 2, An Ninh Village, Hiep Thanh Commune: “My family fully supports this expressway project. After being measured, counted and notified of reasonable compensation prices, we signed the handover of the site to serve the project. We understand that this is a project that brings great benefits to the overall development of our province and we want to contribute to this common cause.”

Not only that, during the field inspection of the measurement and counting of crops and structures, some local people proactively came to meet with the leaders of the Provincial People's Committee to ask and discuss about the expressway, expressing joy, excitement and hope that the provincial leaders would pay attention and promote the early formation of the expressway.

The sacrifices and kindness of many local people have received respect from the provincial leaders and local authorities of communes and wards. At the end of October 2025, Mr. Nguyen Hong Hai - Member of the Provincial Party Standing Committee, Vice Chairman of the Provincial People's Committee, directly inspected the measurement and counting work of the authorities, went to the people's houses, witnessed the signing ceremony of the land handover and on behalf of the government thanked Mr. Hoa's family for sacrificing their residential land and long-term farming land to serve the project.

People proactively met with leaders of the Provincial People's Committee, expressing their joy and hope for the early formation of an expressway to promote economic development.

The Vice Chairman of the Provincial People's Committee also emphasized and directed a core principle in land acquisition and resettlement: ensuring transparency, fairness and accuracy in land acquisition and resettlement work. The Vice Chairman affirmed: "We must ensure that all people affected by the project are adequately compensated and have a better life after resettlement. All procedures must be carried out publicly, transparently, ensuring the legitimate rights of the people."

The two expressway projects Tan Phu - Bao Loc and Bao Loc - Lien Khuong are not only national key transport projects, but also a strong driving force for the socio-economic development of Lam Dong. When completed, it will significantly shorten travel time, strengthen the connection between Lam Dong and other provinces and cities in the region, opening up golden opportunities to attract investment, develop tourism and services.

The clearance and handover of clean land to investors to organize construction after a period of starting but not being able to construct is the common responsibility of the entire political system and the people of Lam Dong. With the consensus, high determination and close direction from the provincial leaders and the results achieved so far, we believe that the "finish line" goal of these two expressway projects will not be as far away as many people worry.
