Many policies to support teachers in ethnic minority areas

In recent years, Quang Ninh province has paid special attention to the teaching staff working in ethnic minority, mountainous, border and island areas; helping teachers have more motivation to stay with the school for a long time, improving the quality of education and training. This also contributes significantly to the sustainable socio-economic development of ethnic minority, mountainous, border and island areas of the province.

According to the Central Government's policies, teachers working in specialized schools, disadvantaged areas, especially boarding schools for ethnic minorities (PTDTNT) and semi-boarding schools (PTDTBT) enjoy many preferential policies according to the Government's regulations. Specifically, Decree 61/2006/ND-CP on policies for teachers and educational administrators working in specialized schools, in areas with especially difficult socio -economic conditions such as: Preferential allowances of 70% (DTNT), 50% (DTBT), 35% (teachers teaching in schools located in MN&DTTS areas); responsibility allowance coefficient of 0.3 compared to the minimum wage (teachers of DTNT and DTBT schools); when sent to study for professional, technical, and foreign language training, they are supported with money to buy study materials and 100% support for tuition fees and travel and housing allowances. Decree 76/2019/ND-CP dated October 8, 2019 of the Government on policies for cadres, civil servants, public employees, workers and salaried people in the armed forces (People's Army, People's Police and cryptography) working in areas with especially difficult socio-economic conditions.

In Quang Ninh, the province focuses on improving the quality of education in ethnic minority and mountainous areas to train comprehensive human resources, including paying attention to teachers working in ethnic minority, mountainous, border and island areas through resolutions, plans and action programs appropriate to reality.

Notably, Resolution 06-NQ/TU dated May 17, 2021 of the Provincial Party Committee set out the task of "sustainable socio-economic development associated with ensuring national defense and security" in communes, villages, and hamlets in ethnic minority, mountainous, border, and island areas. Implementing Resolution 06-NQ/TU, the province has invested in school facilities, improving working and living conditions for teachers and students in ethnic minority areas. In the 2021-2024 period, the whole province has allocated nearly 1,434 billion VND for the education sector, of which many projects focus on building and upgrading schools in difficult areas, helping teachers have a spacious and modern working environment.

In addition, implementing projects to enhance Vietnamese language, reduce child marriage, improve the quality of foreign language teaching, etc., dozens of training courses and professional and skill development courses have been organized for cadres and teachers in ethnic minority areas, thereby increasing confidence and creativity in teaching.

Practical support policies not only contribute to improving the quality of education but also motivate teachers in disadvantaged areas.

However, attracting and retaining teachers in ethnic minority and mountainous areas still faces many challenges. Some policies to support service staff, especially meals at boarding schools, are still inadequate in terms of time and level of support; teachers' lives are still difficult because the regime is not really commensurate with the work pressure and special conditions.

Reality shows that, in order for teachers to feel secure in their long-term commitment to the profession in difficult areas, in addition to income support policies, there needs to be additional solutions regarding housing, living conditions, career development opportunities and recognition from society.

The policy of supporting teachers in ethnic minority areas not only has the meaning of caring for the teaching staff, but also directly contributes to improving the quality of human resources in difficult areas. This is a condition for successfully implementing Resolution 06-NQ/TU of the Quang Ninh Provincial Party Committee, creating a breakthrough in socio-economic development, strengthening national defense and security in communes, villages, and hamlets in mountainous, border, and island areas.

With comprehensive attention from the Central to local levels, along with the efforts of the teaching staff, education in ethnic minority areas in Quang Ninh is gradually rising, making important contributions to the journey of building an increasingly rich, civilized and modern province.
