Accordingly, the review aims to fully classify household groups, from poor households, near-poor households, households escaping poverty, re-poor households, to newly emerging households or households that have received support before, helping to correctly assess people's lives in each locality and facility, while reflecting the results of implementing poverty reduction targets in communes, wards and the whole province.
The subjects of the review include households currently managed in the list of poor and near-poor households, households that are not yet in this category but have encountered difficulties and risks during the year, households working in agriculture, forestry and fishery with average living standards and low-income workers according to the National Target Program on Sustainable Poverty Reduction for the period 2021-2025. In addition, households that have received support under Resolution No. 06/2024/NQ-HDND are also within the scope of review to assess changes in actual life.
According to the Central standard, a household in rural areas is defined as poor when its average income per capita is no more than 1.5 million VND per month and it lacks at least three indicators of basic social services, while in urban areas, this income level is 2 million VND. For local poverty standards, this threshold is adjusted higher, specifically 1.75 million VND for rural areas and 2.25 million VND per month for urban areas with the same requirement of lacking basic services.

The Provincial People's Committee assigned the Department of Agriculture and Environment to develop a plan to inspect and monitor the entire review process, provide guidance on methods, procedures and reporting forms to ensure publicity and transparency. Relevant departments and branches coordinate to direct and guide the People's Committees of communes and wards to carry out the review, accurately identify the subjects in need of support and the actual level of shortage of each household.
The People's Committees of communes and wards established Steering Committees to directly conduct reviews and prepare detailed reports to send to superior agencies. The entire process was conducted publicly, ensuring the rights of the people, honestly reflecting real life and helping management agencies have a reliable database for policy making.
The synchronous implementation of the review plan not only helps to accurately identify the subjects in need of support and improve the effectiveness of poverty reduction policies, but also contributes to improving the quality of people's lives, creating a basis for sustainable social security policies in Bac Ninh province in the following years.
