
Efforts to take care of housing
According to statistics, in the period of 2020 - 2025, the total state budget investment capital in mountainous areas is more than 7,828 billion VND, accounting for 34% of the total investment capital. From this source of support, national target programs on poverty reduction and sustainable social security, new rural construction, socio -economic development in ethnic minority and mountainous areas have been vigorously implemented and achieved positive results.
Notably, in the old Quang Nam province, localities have accelerated the implementation of the Project on arranging and stabilizing mountainous residents in accordance with socio-economic development orientations. The results achieved have helped people settle down, increased the number of households meeting housing criteria, ensured disaster prevention, and stabilized life and production.
According to the report on the review of the results of a number of ethnic programs and policies in mountainous areas in the first 6 months of 2025 by the Ethnic Affairs Committee of the Provincial People's Council: After nearly 8 years of implementing the mechanism and policies to support the arrangement and stabilization of mountainous residents in Quang Nam province according to Resolution No. 12/2017 and Resolution No. 23/2021, 3,070/7,821 households were arranged, reaching 39.25% of the set target. The total disbursed capital was nearly 261/343.3 billion VND, reaching 76.3% of the allocated capital and equal to 27.1% of the resolution's planned capital.
Receiving support from the policy of supporting the arrangement and stabilization of residents according to Resolution 23/2021 of the Provincial People's Council, Phuoc Tra commune focused on directing strongly, achieving positive results. The whole commune has 171 houses of people in areas at risk of landslides arranged to new stable housing (55 households resettled in a concentrated manner and 116 households arranged in a mixed arrangement).
Meanwhile, in Tay Giang commune, the site clearance and resettlement arrangements have been planned at 41 locations to accommodate more than 1,300 households, along with ensuring natural disaster prevention with a total investment of more than 200 billion VND.
In Tra Lien commune, Mr. Nguyen Hong Vuong, Chairman of the Commune People's Committee, said that in the period of 2021 - 2025, 15 households in the area will benefit from support policies from Resolution 23/2021 of the People's Council of the former Quang Nam province.
“The implementation of this resolution will help people in areas affected by natural disasters have stable housing, feel secure in doing business, develop the economy, reduce poverty sustainably, and contribute to building new rural areas in the locality,” said Mr. Vuong.
Close-up policies
Looking back at investment resources for the mountainous areas of Quang Nam before the administrative unit merger, in addition to 3 national target programs, the Provincial People's Council issued 24 resolutions related to economic development and social security in ethnic minority and mountainous areas.
With the support of the mechanisms and policies of the Central and the province, the socio-economic situation of the mountainous areas has developed. Infrastructure serving development, production and people's lives has received investment attention. Policies on population settlement and production development, exploiting potential areas according to 5 groups of projects for developing the western region of the province have been implemented, achieving certain results.
The education and training sector has seen positive changes, with many preferential policies for students and teachers in mountainous areas being implemented. The number of students has always remained high over the years. Facilities and teaching and learning equipment have been invested and upgraded. Medical care, medical examination and treatment, and people's health care and protection have always been given attention.
The traditional culture of ethnic minorities is being developed into local tourism products, contributing to promoting tourism development in the area. Traditional festivals of ethnic minorities receive special attention, especially the four intangible cultural heritages of ethnic minorities in the list of national intangible cultural heritages, including: Tan Tung Da Da dance, brocade weaving, Ly singing and Ly singing of the Co Tu people; and the decoration of the pole and Gu set of the Co people.
According to Vice Chairman of the City People's Council Nguyen Cong Thanh, thanks to the efforts of the entire political system, investment policies for the development of mountainous areas have been effectively implemented. Notably, the work of arranging and stabilizing the population associated with production development has been focused and implemented with focus. Priority has been given to the development of garden economy, farm economy and medicinal herbs, OCOP products associated with the development of community tourism, contributing to increasing income and reducing poverty.
In order to ensure no interruptions and create consistency in the application of policies in Da Nang city after the reorganization, the Standing Committee of the City People's Council has directed the committees of the City People's Council to proactively coordinate with the City People's Committee, relevant departments and branches to review and propose handling of resolutions of the Da Nang City People's Council (before the reorganization) and the Quang Nam Provincial People's Council.
On that basis, the City People's Council passed Resolution No. 19 to unify the group of resolutions proposed to be abolished; the group of resolutions proposed to be applied in the new Da Nang city and the group of resolutions proposed to continue to be applied to administrative units as before the arrangement until the City People's Council has new regulations.
