Building Tam Hai into an eco-tourism city

DNO - Tam Hai commune needs to clearly define the vision of building an island commune in the direction of an ecological, modern and sustainable urban tourism area, creating its own unique marks and highlights to attract tourists.

That was the opinion of Deputy Secretary of the City Party Committee, Chairman of the City People's Committee Pham Duc An at the working session with leaders of Tam Hai island commune on the afternoon of November 9.

Also attending were Vice Chairman of the City People's Committee Tran Nam Hung, Vice Chairman of the City People's Committee Nguyen Thi Anh Thi, and leaders of departments, branches and sectors.

According to the report of Tam Hai Commune People's Committee, marine economy is the key industry, playing a key role in local economic development.

The whole commune currently has 413 boats, with an average seafood exploitation output of 4,085 tons/year, total value of 85.4 billion VND; aquaculture output reaches 779.4 tons, worth 79.1 billion VND.

In addition, the commune has 3.3 hectares of agricultural land, with a crop yield of 3.2 tons/year, worth about 112 million VND. The forestry land area is 228 hectares, including 100 hectares of protective forest, 116 hectares of production forest and 12 hectares of mangrove forest.

Small-scale industry, trade, tourism and services developed steadily, contributing 9.9% of the total annual product value.

Currently, Tam Hai has 197 business establishments and more than 950 workers with regular jobs. In the period of 2020 - 2024, the total commune budget revenue reached an average of more than 31 billion VND/year, an increase of 284.26%/year; the part managed by the commune increased by 12.38%/year.

Up to now, the commune has achieved 16/19 advanced new rural criteria, maintained 4 villages meeting model new rural standards, and the average income per capita in 2025 is estimated at 70.5 million VND/year.

At the meeting, the commune government proposed that the city support 15 billion VND/year in public investment capital in addition to the general allocation norm to accelerate infrastructure modernization, complete the goal of advanced new rural areas, model new rural areas, and turn Tam Hai into an economic development pole in the south of the city.

At the same time, the commune proposed to allocate about 230 billion VND from the budget to invest in essential infrastructure projects such as: upgrading the commune's central road, the main road from the ferry to Tran Phu Primary School, the embankment of villages 3 and 4, the coastal road and the sports area of ​​Tam Hai commune.

Regarding tourism development, the commune proposed that the city develop a "Project for tourism development in Tam Hai commune for the period 2026 - 2030, with a vision to 2040", while promoting investment attraction to exploit the potential of sea and island tourism.

During the period of 2026 - 2030, when the city implements the Cua Lo dredging project, the commune proposed to study and adjust the waterway traffic route to create conditions for building a bridge to the island, meeting the wishes of the people and opening up opportunities for sustainable development.

The city People's Committee leaders assessed that Tam Hai has great potential for tourism and marine economic development, but it needs synchronous planning, investment in transport infrastructure, services and environmental protection, towards sustainable development.

Concluding the working session, Chairman of the City People's Committee Pham Duc An praised the efforts of the government and people of Tam Hai in implementing the two-level government model.

At the same time, it is emphasized that Tam Hai needs to clearly define the vision of building an island commune in the direction of an ecological, modern and sustainable urban tourism area, creating its own unique marks and highlights to attract tourists.

“Localities must create new, unique tourism products with their own appeal. To do this, there needs to be synchronous coordination between departments and branches and the determination and initiative of local authorities,” said Mr. Pham Duc An.

The Chairman of the City People's Committee requested the commune to coordinate with the Department of Construction to review and adjust the planning in accordance with the new development orientation, while improving the quality of OCOP products, considering this a typical product group serving tourism, contributing to promoting the local image.

The city leaders assigned the Department of Culture, Sports and Tourism to support Tam Hai commune in realizing the goal of developing an island tourism urban area, aiming to build Tam Hai into a model island urban area with synchronous infrastructure, a safe and friendly living environment, making an important contribution to the overall tourism development of the city.

Earlier, at noon of the same day, Chairman of the City People's Committee Pham Duc An and the working delegation conducted a field survey along the Truong Giang River, from Cua Dai area to Tam Hai commune.

According to records at the scene, many sections of the river are currently seriously silted up, narrowing the riverbed and hindering the movement of boats.

Faced with that situation, it is very necessary to develop a plan to dredge and clear the flow...

On the same day, the working delegation inspected the coastal road project to serve tourism development and connect coastal tourist areas and spots of the city.
