
Previously, at around 3:00 p.m. on November 6, when discovering Mr. Duong Quang Cuong (Tay An Vinh village) jumping into the sea at Ly Son wharf area, Mr. Phan Duy Quang and Mr. Le Van Sanh immediately used a basket boat to rescue him. However, after getting Mr. Cuong onto the basket boat, due to big waves and strong winds, all three people were swept away.

After two days drifting at sea, at 8:45 a.m. on November 8, Mr. Phan Duy Quang was discovered and rescued by the Hai Nam 39 ship (Vietnamese nationality) captained by Mr. Hoang Phu Xuyen while drifting towards Gia Lai . Immediately after that, the Quang Ngai Provincial Border Guard dispatched rescue ship 09-19-01 of the Ly Son Border Guard Station, in coordination with the An Vinh Express high-speed ship and functional forces to bring Mr. Quang safely back to the mainland.
Despite his poor health, Mr. Quang still asked to stay on the An Vinh Express to show the location of the two missing people. At 4 p.m. on November 8, Mr. Le Van Sanh was discovered and rescued.
At 5:37 p.m. on November 8, Mr. Duong Quang Cuong was also rescued by a Quang Binh fishing boat, about 30 nautical miles from Ly Son. The An Vinh Express high-speed boat approached and took him to Ly Son special economic zone.
