These are particularly difficult communes, with mountainous terrain and interspersed with rivers and streams, and are mainly inhabited by ethnic minorities. The 13 communes are partially isolated and can still communicate with the outside world, but people have to walk through the forest and wade across rivers and streams to reach other areas.
To date, Nghe An province has recorded 4 deaths due to being swept away by floodwaters while traveling in heavy rains and buried by rocks and soil during landslides. Currently, a 6-year-old girl in Bac Ly commune is still missing and has not been found.
1,170 houses in mountainous communes were completely collapsed or damaged, with roofs blown off when rising water caused flooding, flash floods and landslides.
