Nghe An: The 20th Provincial Party Congress held a preparatory session.

Attending the preparatory session were representatives of the Central Propaganda and Mass Mobilization Commission and the Central Inspection Commission .

On the side of Nghe An province, there were: Secretary of the Provincial Party Committee Nguyen Duc Trung; Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council Hoang Nghia Hieu; Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee Le Hong Vinh; Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial Vietnam Fatherland Front Committee, Head of the Provincial National Assembly Delegation Vo Thi Minh Sinh... and leaders of relevant departments and branches.

With the motto "Solidarity - Democracy - Discipline - Breakthrough - Development", the 20th Congress has the theme: "Building a clean and strong Party organization and political system; comprehensive innovation, breakthrough development, striving to turn Nghe An into a fairly developed province, a national growth pole in the new era of development".

Actively contribute ideas and agree on content

Speaking at the opening of the preparatory session, Provincial Party Secretary Nguyen Duc Trung said that the Congress will carry out important contents including electing the Presidium and the Congress Secretariat; electing the Delegate Qualification Examination Committee; discussing and agreeing on the Congress program, rules and regulations; disseminating and thoroughly understanding some basic contents on the Party's Election Regulations; discussing and contributing comments to the draft documents of the 14th Party Congress; thoroughly understanding and unifying the contents on election work, rituals and activities of the delegations.

"To successfully implement the program, I request that delegates demonstrate the highest sense of responsibility, actively contribute opinions and unify the contents of the preparatory session," the Secretary of Nghe An Provincial Party Committee emphasized.

At the working session, with high concentration and unity, the delegates voted to approve the Presidium consisting of 15 comrades; the Secretariat consisting of 3 comrades; the Delegate Qualification Examination Board consisting of 7 comrades. The Congress also voted to approve the working program, internal rules and regulations; listened to the Presidium disseminate and thoroughly grasp the election regulations within the Party and report on the synthesis of comments on the draft documents of the 14th National Party Congress.

At the preparatory session, the Congress discussed and contributed comments to the draft Political Report to be submitted to the 14th Congress with 4 key contents: Assessment of the implementation results of the 13th Congress Resolution and the results after 40 years of renovation; viewpoints and goals for national development in the new period; structure and content of 13 development orientations for the 2026 - 2030 period, including 6 key tasks and 3 strategic breakthroughs; action program of the Party Central Committee to implement the 14th Congress Resolution.

Along with that, the Congress also discussed and contributed comments to the draft Report summarizing a number of theoretical and practical issues on the socialist-oriented renovation process over the past 40 years; the draft Report summarizing 15 years of implementing the Party Charter (2011 - 2025) and proposed orientations, supplements and amendments to the Party Charter.

Important premise to enter new phase

Before entering the preparatory session, the delegation of the 19th Provincial Party Executive Committee and the heads of the delegations, representing 500 official delegates attending the Congress, respectfully offered flowers to the spirit of President Ho Chi Minh at Ho Chi Minh Square. The delegates expressed their respect and infinite gratitude for the great contributions of the genius leader, great teacher of the Vietnamese revolution, national liberation hero, and outstanding cultural celebrity.

Reporting to Uncle Ho on the results achieved in the past term, Provincial Party Secretary Nguyen Duc Trung emphasized: Over the past 5 years, implementing the Resolution of the 19th Congress in a favorable context mixed with difficulties and challenges, the Party Committee and people of the whole province have united, strived, and achieved many positive and comprehensive results in all fields.

The provincial economy grew quite well, averaging over 8%/year, the economic scale increased 1.7 times; the economic structure shifted positively, growth quality was improved, GRDP per capita was 1.67 times higher than in 2020. Budget revenue reached the set target, FDI attraction made a breakthrough, for 3 consecutive years was among the top in the country; high-tech projects were initially formed, opening up a new development direction for the province's industry.

Agriculture has shifted strongly to high-tech commodity production associated with new rural construction, creating profound changes in rural areas, improving people's lives. Education continues to maintain its leading position in the country, many students have won high prizes in national and international competitions. Healthcare has developed remarkably, many specialized techniques have been deployed, affirming the role of the medical center of the North Central region. Culture and sports have developed in the right direction, the identity of Nghe An has been spread.

Social security is guaranteed, Nghe An is one of the leading localities in the country, completing the goal of eliminating temporary and dilapidated houses for the poor and those with meritorious services in 2025. National defense and security are maintained, regional connectivity is strengthened, and foreign affairs are expanded. Party building and rectification work is promoted; leadership capacity and fighting strength of party organizations are enhanced; discipline and order are tightened; responsibility of leaders is enhanced.

The organizational structure has been streamlined, improving effectiveness and efficiency; the two-level local government model has initially come into operation smoothly, meeting the requirements of serving the people. Attention has been paid to building a team of cadres at all levels with qualities, capacity, prestige, the spirit of daring to think, daring to do, daring to take responsibility, and innovating for the common good.

The achieved results are an important premise for the Party Committee and People of Nghe An to enthusiastically enter a new stage of development. However, the 19th Provincial Party Committee Executive Committee also seriously pointed out the limitations: economic development has not been commensurate with potential and opportunities; the lives of a part of the people in remote and isolated areas are still difficult; culture - society, national defense, security, and Party building work still have limitations.

Before the spirit of President Ho Chi Minh, the Provincial Party Executive Committee together with all cadres, party members and people of Nghe An vow to unite, build a clean and strong Party and political system; comprehensively innovate, develop breakthroughs, strive to make Nghe An a well-off province of the country in the new era of development, worthy of the expectations of the Party, State and people, as well as Uncle Ho's wish during his lifetime. At the same time, vow to study and follow the ideology, morality and style of the great President Ho Chi Minh for the rest of your life.
