According to Pham Hong Quang, Director of the Department of Planning and Investment, as of November 20, 2023, the total public investment plan for 2023 in Nghe An province had disbursed 6,004.592 billion VND, reaching 66.47%. Of this, the disbursed capital for concentrated public investment was 3,160.078 billion VND, reaching 56.59%.
The National Target Program has disbursed 469.975 billion VND, reaching 39.8%. Of this, the National Target Program for New Rural Development has disbursed 292.781 billion VND, reaching 85.06%; the National Target Program for Socio -Economic Development in Ethnic Minority and Mountainous Areas has disbursed 171.985 billion VND, reaching 27.21%; and the National Target Program for Sustainable Poverty Reduction has disbursed 5.21 billion VND, reaching 2.55%.

Several district and sectoral units achieved a relatively high disbursement rate (over 75%), including: Nam Dan, Hoang Mai, Thanh Chuong, the Department of Transport, the Provincial Police, Nghe An Traditional Medicine Hospital, the Provincial Enterprise Bloc Party Committee, the Provincial Ethnic Boarding High School, Nam Nghe An Irrigation Company Limited, Tan Ky Irrigation Company Limited, and Tay Bac Nghe An Irrigation Company Limited...
According to the Director of the Department of Planning and Investment, it is projected that by the end of 2023, the total disbursed public investment capital will reach 95.11% of the plan, of which concentrated public investment sources are estimated to reach 95.42%, including the central budget at approximately 93.66%; and the local budget at approximately 99.69%.
The capital plan for 2022, extended into 2023, has disbursed 830.555 billion VND, reaching 52.91%. Of this, central government budget funds have disbursed 777.192 billion VND, reaching 53.16%; and local government budget funds have disbursed 53.363 billion VND, reaching 49.53%.

For the two key inter-regional projects: The coastal road project from Nghi Son (Thanh Hoa) to Cua Lo (Nghe An), section from Km7 to Km76, had disbursed 680.244 billion VND as of November 20th, reaching 81.96%. The Nghe An Oncology Hospital project (phase 2) had disbursed 90.938 billion VND as of November 20th, reaching 33.07%.
The Provincial People's Committee assessed that, although the disbursement rate of the 2023 capital plan for the entire province is higher than the national average and higher than the same period in 2022, the disbursement of some capital sources is still low, such as: capital for socio-economic recovery and development programs, foreign capital, the National Target Program for socio-economic development in ethnic minority and mountainous areas, and the National Target Program for sustainable poverty reduction.
Some units at the sectoral and district levels have low disbursement rates (below 20% of planned capital), such as: the Department of Health, Viet-Duc College, the Provincial Employment Service Center, Yen Thanh District General Hospital, Muong Qua High School, and Bac Nghe An Economic and Technical Vocational College.
In addition, land clearance work still faces many obstacles, which are a major issue affecting the progress of implementation and disbursement of funds. The final settlement of completed projects is also still slow.

According to the Provincial People's Committee, in 2024, the total public investment capital under provincial management was 4,628.57 billion VND. Of this, 2,916.069 billion VND came from the central government budget and 1,712.501 billion VND from the local government budget.
With just over a month remaining until the end of 2023, the Chairman of the Provincial People's Committee, Nguyen Duc Trung, requested that all departments, localities, and investors strive to achieve a disbursement target of over 95%, essentially completing the disbursement of the 2022 capital plan that was carried over to 2023. For projects that have completed the necessary procedures, focus on disbursement; for new projects, attention should be paid to completing the procedures, especially those included in the 2024 plan.
