This Resolution not only affirms the importance of science and technology in the national development strategy but also creates great opportunities for Vietnam to promote the integration process and enhance national competitiveness in the context of the 4.0 industrial revolution.
With Resolution 57-NQ/TW, the strategic path and fundamental institutions for Vietnam to enter a new era of development - the era of the Vietnamese people's rise - were shaped and created a strong source of strength and enthusiasm, urging the entire nation to be confident and rise up towards prosperity.
As a lucky person who has had many years of direct participation in research, management of research activities and the opportunity to travel, contact and work with many scientists, I have seen the opportunities, joy and value that the resolution brings to science, technology and innovation activities in Vietnam in general and the scientific community in particular. It can be seen that the golden opportunities for the country's development are reflected in some contents:
Firstly, the spirit and the creation of a truly strong driving force for science, technology and innovation: Resolution 57-NQ/TW is a strong signal from the Party and State to the Vietnamese scientific research community, affirming that science and technology are an indispensable foundation for sustainable development in the current new context.
In particular, scientists see this resolution as an opportunity to move scientific research away from long-standing challenges, including financial problems, infrastructure and policy mechanisms that are not strong enough to promote innovation.
The Resolution is a major breakthrough in focusing on the application of science, technology, innovation and digital transformation to solve urgent problems of the country.
Through that, our Party has clearly identified that science, technology, innovation and digital transformation are the keys for Vietnam to catch up and even surpass other countries in the context of rapid development of the smart economy and global technological revolution.

Second, creating a core institution for development in a new stage and opening up development opportunities in a new era for Vietnam: It can be said that the resolution has created an institution leading innovation - the foundation for sustainable development.
For many years, scientists have hoped for a strong, transparent, and synchronous institution so that science, technology, and innovation would no longer be a “bottleneck,” but would become a “lever” for growth. And Resolution 57-NQ/TW is a strong response to that aspiration.
Third, promoting digital transformation and enhancing international connectivity: A highlight of this resolution is the mention of digital transformation as a prerequisite to promote the development of science and technology.
Digital transformation not only changes the way research and product development are conducted, but also creates new business models, helping scientists easily access global information and research resources. The application of artificial intelligence (AI), big data, and new technologies will help increase the efficiency and speed of scientific research.

With Resolution 57-NQ/TW, Vietnam will have the opportunity to take advantage of technology to reduce traditional barriers in research and development, promoting advanced scientific fields such as: biotechnology, information technology, semiconductor industry, new materials, and smart medicine.
Scientists see this as a great opportunity to build a modern research platform, helping the country not only meet domestic needs but also create scientific products and services to integrate autonomously and confidently, gradually creating high-class products with identity for export to the world.
Fourth, strong investment creates great resources for promoting the favorable development of science, technology, innovation and digital transformation: One of the major challenges for Vietnamese science over the past years has been the lack of high-quality human resources and research infrastructure.
Resolution 57-NQ/TW pointed out that investment in developing high-quality human resources, especially in the fields of science and technology, is a key factor in creating breakthroughs in research. These contents demonstrate the strong commitment of the Party and State to promote the training of scientific and technical staff, creating conditions for domestic scientists to have the opportunity to learn, research and innovate in an environment not only domestically but also internationally.

Policies to support scholarships, postgraduates, as well as mechanisms to encourage research and innovation will help Vietnam attract more research talents. In particular, international cooperation projects will open up opportunities for Vietnamese scientists to learn and access advanced research methods from developed countries.
The goal of allocating sufficient financial resources of 2% of GDP and 3% of the state budget are specific signals, realizing these resources in an existing and substantial way to develop science, technology, and innovation that is sufficient for the country's development in the new era of development of Vietnam.
Fifth, Resolution 57-NQ/TW also opens up opportunities to promote science and technology in enterprises, as well as the private economic sector to unleash resources for Vietnam's rapid and sustainable development.
The resolution also pays special attention to developing the innovation ecosystem and science and technology startups. Scientists highly appreciate the new opportunities that the resolution brings to the startup community, especially in accessing investment capital and supporting policies on law and mechanism. Promoting technology startups will help realize scientific research into practical products and services. From there, contributing to improving the competitiveness of the economy is an important step.
Sixth, Resolution 57-NQ/TW has opened up opportunities to enter the era of comprehensive innovation and digital transformation: Never before have researchers felt so clearly as now that Vietnam is standing on the threshold of a new era of development - where knowledge, technology and creativity are new production resources.
The resolution opens up a large space for the development of future technologies such as artificial intelligence, blockchain, new materials, biotechnology, quantum technology, etc. It also creates momentum to promote comprehensive digital transformation in science and management, from research methods, scientific publications, data storage to connecting national research systems with global knowledge networks.
Scientists clearly see that in this new era, opportunities lie not only in access to technology, but also in Vietnam's proactive creation of technology, building scientific autonomy, and shaping new value chains with high knowledge content to create momentum to promote Vietnam's development in the era of prosperous development.
Seventh, Resolution 57-NQ/TW has promoted finance and reformed mechanisms - truly "unleashing" scientific research and innovation: There cannot be strong science without adequate resources. The Resolution clearly defines that investment in science and technology is investment for development, not spending.

Increasing the proportion of spending on research and development (R&D) from the state budget, while strongly mobilizing capital from businesses and the private sector, will be the solution for Vietnam to catch up with international trends and proactively promote participation in leading development.
Resolution No. 57-NQ/TW of the Politburo, with clear strategic directions and strong determination, is a strong "push" for Vietnam's science, technology and innovation.
For scientists, this is not only an opportunity to develop their careers but also an opportunity to contribute to the sustainable development of the country. With strong support policies, an improved research environment, and strong investment from the Government, Vietnam can completely build an advanced, innovative science and technology, and strongly integrate into the world scientific community.
This is a golden opportunity for scientists to promote creativity, contribute to the development of the country, and at the same time enhance the position of Vietnamese science and technology in the international arena, and is a golden opportunity for Vietnam to successfully develop in the new era.
