National Conference on Promoting Public Investment in 2025

On the morning of September 17, Prime Minister Pham Minh Chinh chaired the third national conference on promoting public investment in 2025. The conference was connected online to provinces and cities. Comrade Nguyen Khac Than, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee attended the conference at the Hung Yen province bridge.

According to the report of the Ministry of Finance , by August 31, the whole country had allocated and assigned investment capital plans for 2025 of over VND 846 trillion, reaching 95.66% of the plan; disbursed over VND 409 trillion, reaching 46.3% of the plan. Of which, disbursement of central budget capital reached 32.2% of the assigned plan, disbursement of local budget capital reached 58.3% of the assigned plan, much higher than the same period in 2024.

For Hung Yen province, the estimated cumulative disbursement by the end of September 2025 is 20.6 trillion VND, reaching 51.2% of the plan assigned by the Prime Minister .

To accelerate the disbursement of public investment capital, the province focuses on completing the work of perfecting the organizational structure of advisory agencies and project investors from the provincial to communal levels, ensuring smooth operations. Review and promptly complete the transfer of project investor responsibilities; ensure that all projects must be assigned to monitoring agencies and implementation organizations; promptly complete the handover of project documents from the old investor to the new investor.

Concluding the conference, Prime Minister Pham Minh Chinh emphasized that public investment capital is the source of capital that leads, activates, and mobilizes all resources and social capital for development.

To speed up the progress, the Prime Minister requested ministries, branches and localities to assign specific tasks in the spirit of "6 clear", work with focus, promote decentralization, delegation of power, and reform administrative procedures. Focus on implementing flexible, creative, timely and effective measures and solutions to drastically promote the allocation and disbursement of public investment capital, especially for key national projects, highway projects, inter-regional projects with spillover effects... Focus on speeding up site clearance and construction progress, removing difficulties and obstacles related to land and resources. Proactively transfer capital from slow-disbursement projects to good-disbursement projects. Strictly handle according to regulations collectives and individuals who intentionally slow down the allocation and disbursement of public investment capital.

The entire political system resolutely carried out site clearance work and increased communication to create consensus among the people.

Ministries and branches, in accordance with their functions, tasks and authority, continue to remove difficulties and obstacles for localities, promote the highest sense of responsibility to ensure progress and efficiency.   fight against negativity and corruption, improve construction quality, meet the requirements of national development.
