The Government Office issued Notice No. 387/TB-VPCP dated August 16, 2024, concluding the conclusion of Deputy Prime Minister Tran Hong Ha on the development and promulgation of a Decree stipulating mechanisms and policies to encourage the development of self-produced and self-consumed rooftop solar power.
The announcement stated: Recently, the Prime Minister and Deputy Prime Minister have given many strong instructions on the development of a Decree regulating mechanisms and policies to encourage the development of self-produced and self-consumed rooftop solar power with the spirit of only discussing, not postponing, not postponing time, not postponing time, not postponing goals.
Up to now, the Ministry of Industry and Trade has basically accepted the direction of the Prime Minister and Deputy Prime Minister. However, in order to ensure the quality and feasibility of the issuance of this Decree when implementing, in line with the new situation, meeting the wishes of people and businesses, contributing to reducing the pressure on investment in developing power sources for the state, absolutely not leaving any loopholes, taking advantage of policies, creating a request-grant mechanism, the Ministry of Industry and Trade is requested to complete the concept of "self-production, self-consumption" for rooftop solar power, in which the rate of selling surplus electricity is added to clarify the content of self-production, self-consumption solar power, the main purpose of which is to serve the on-site consumption needs of people and businesses; in case of surplus electricity sold to the grid, the amount of electricity must not exceed 20% of the total capacity.
There are appropriate policies to encourage the use of self-produced and self-consumed rooftop solar power.
Regarding processes and procedures: For people, households and office areas, research should be conducted in the direction of including them into groups of subjects to have appropriate policies in line with the spirit of encouraging the use of self-produced and self-consumed rooftop solar power in the direction of minimizing administrative processes and procedures in the direction of installing equipment on existing works, at the same time applying post-inspection instead of pre-inspection and notifying the authorities of the amount of electricity generated to the grid.
In case of self-produced and self-consumed rooftop solar power with an installed capacity of over 100 kW to under 1 MW and choosing to connect and sell surplus electricity to the National Power System, it is necessary to register with the local Electricity unit to connect to the remote control system.
For organizations and individuals with an installed capacity of 1 MW or more that are connected and registered to sell surplus electricity to the national power system, they must register their business according to the provisions of law.
Strictly control business households that produce and consume rooftop solar power for sale to the national grid and transmission outside the production area.
For households, agencies and offices when selling surplus electricity to the national grid, the management agency needs to have regulations on acceptance of the metering system and remote metering data collection, on-site monitoring and control systems and information connection with the collection, monitoring and control systems of the distribution dispatch level. At the same time, research on management, monitoring and control plans in the form of digital conversion for rooftop solar power sources when the load is not in use on Saturdays, Sundays or holidays to ensure safety in operating the power system.
The Deputy Prime Minister requested research, more technical and clearer measures, and strict control over rooftop solar power production businesses that produce and consume solar power for sale to the national grid and transmit it outside the production area to ensure safety in the operation of the power system.
Regarding storage batteries: In the case of investing in rooftop solar power for use with an installed power storage system, it is possible to purchase 100% of the surplus power capacity and research allows purchasing electricity at the price at each time.
Proposal to increase capacity for rooftop solar power
The Ministry of Industry and Trade, Vietnam Electricity Group, Northern Power Corporation, Energy Institute and relevant agencies shall study and calculate load demand, transmission capacity to ensure control and safety of the system and transmission network in localities and regions when mobilizing self-produced and self-consumed rooftop solar power connected to the national power system, propose to increase the capacity of rooftop solar power (currently, the Northern region only mobilizes about 2.5% while the mobilization capacity to ensure the safety of the transmission system is up to 25% -30% as reported by EVN. Therefore, it is necessary to immediately adjust the capacity scale for the North to up to 7,000 MW and recalculate the mobilization capacity for the Ho Chi Minh City area), submit to the Prime Minister in September 2024 for consideration and decision on adjusting the National Power Development Plan for rooftop solar power.
The Ministry of Industry and Trade studies and absorbs opinions at the meeting and the direction of the Deputy Prime Minister to complete the Decree stipulating mechanisms and policies to encourage the development of self-produced and self-consumed rooftop solar power in accordance with the provisions of the Law on Promulgation of Legal Documents and the Party's policies, the Electricity Law, Resolutions of the National Assembly and the National Assembly Standing Committee, and relevant legal provisions, completes and submits to the Government before August 22, 2024 and is responsible for the content of the Draft Decree according to Clause 1, Article 7 of the Law on Promulgation of Legal Documents, in which it proposes to ask for opinions from Government members on the entire draft Decree and specific contents:
- In case of surplus electricity sold to the grid, the amount of electricity must not exceed 20% of the total capacity.
- Based on the technical and technological capabilities, the power transmission grid system's capabilities, and the development needs of power sources participating in direct electricity trading, promptly report to the Prime Minister for consideration and decision on adjusting the power planning according to the provisions of the planning law.
