To shorten the distance, people arbitrarily dismantle and separate the median strips to create an opening to cross the road. Not only does it violate the traffic infrastructure, taking a shortcut across the median strip also poses a potential risk of traffic accidents when there are many vehicles passing by.
Recently, the median strip of more than 100m long at the intersection of Dien Bien Phu and Le Duan streets (Thanh Khe district) was dismantled by people into sections. The median strip was not made solidly, so people easily peeled it off and created openings. Since then, many people have freely taken shortcuts through these paths to shorten travel time.
During the early morning and late afternoon rush hours, there are many vehicles passing by, so taking a shortcut through the above opening leads to a high risk of causing traffic accidents. Meanwhile, more than 100m from the above median strip, there is an overpass over Dien Bien Phu Street, but many people do not take this route.
Ms. NTD, who lives in Thac Gian ward (Thanh Khe district), said that every day, many pedestrians and motorcyclists travel through this opening, causing traffic safety risks. Although it has existed for a long time, the authorities have not yet fixed or repaired it.
Meanwhile, at the Hoa Xuan bridge - Le Thanh Nghi street, there is a median strip across Thang Long street to separate traffic and avoid traffic congestion. When going from Thang Long street (Khue Trung ward, Cam Le district) to Thang Long street (Hoa Cuong Nam ward, Hai Chau district), people have to go across Hoa Xuan bridge, down Nguyen Phuoc Lan street and turn to Le Quang Chi street to go in the opposite direction.
However, many vehicles unconsciously turn right in the middle of Hoa Xuan bridge to go to Thang Long street (Hoa Cuong Nam ward), leading to the risk of accidents and traffic jams. On Hoa Xuan bridge, there is only a short section of median strip, so people take advantage of the undivided section to cross the bridge.
According to Colonel Dang Van Khuon, Chief of Cam Le District Police, although the traffic police force of Cam Le District Police regularly conducts propaganda, checks, and imposes fines, the situation of people taking shortcuts across the middle of Hoa Xuan Bridge still recurs.
When there are patrolling and monitoring forces, people comply with the regulations. But when the forces leave, the situation of cutting across the bridge continues to recur. In the coming time, Cam Le District Police will increase propaganda and remind people; at the same time, resolutely punish cases of cutting across Hoa Xuan Bridge causing traffic safety problems.
According to the Department of Transport, there is only one section of median strip on Hoa Xuan Bridge, so people take advantage of the undivided section to cross the middle of the bridge. The Department of Transport has studied installing median strips on the entire Hoa Xuan Bridge, however, the installation is not yet feasible.
The reason is that when installed on the entire bridge, if there is a traffic incident in the middle of the bridge, it will be very difficult to separate and regulate traffic. The Department of Transport will coordinate with the Traffic Police Department, City Police and local police to propagate and remind people; request the Traffic Police force to strictly handle violations.
Meanwhile, the median strip at the intersection between Dien Bien Phu and Le Duan streets is being implemented by the Da Nang Priority Infrastructure Investment Project Management Board. At the same time, the Da Nang Priority Infrastructure Investment Project Management Board will coordinate with the Da Nang Priority Infrastructure Investment Project Management Board to inspect and repair the above median strip to ensure traffic safety.
