In the context of the defense industry facing increasingly fierce competitive pressure, Chemical Engineering Company 13 (Factory Z113), under the General Department of Defense Industry, is increasingly affirming its position and brand in the domestic and international markets.

Senior Lieutenant General Pham Hoai Nam, member of the Party Central Committee and Deputy Minister of National Defense, inspected the UAV products researched and produced by Factory Z113.

With a special mission, meeting the urgent requirements of building a modern, dual-use defense industry, meeting the requirements and tasks of building and protecting the Fatherland in the new period, contributing significantly to those strong and courageous developments is the role and profound mark of Colonel Tran Chi Dung, Director of Factory Z113.

With his thinking and spirit of dedication and determination, Colonel Tran Chi Dung has become the "fire-lighter" for the journey of transformation and comprehensive innovation of the Factory, leading the collective of cadres, employees and workers to achieve successes far beyond expectations.

In 2019, when Colonel Tran Chi Dung was transferred to the position of Director, Factory Z113 was facing many difficulties and challenges. Production and business activities encountered many difficulties, output was unstable, and competitive pressure was increasing.

The whole unit has about 1,900 officers and employees, with an average income of about 9 million VND/person/month. He always wondered and struggled to find a new direction and new management methods to create new products to grow the unit's production and business activities and improve the lives of officers and employees.

“I understand very well that if we let the machine operate according to the old model without innovation, it will not be able to maintain operations for a long time. The difficulty is not only economic and financial issues, but also the trust and spirit of the workers that can be shaken. Therefore, the first thing I think about is not to keep enough, but how to innovate,” Colonel Tran Chi Dung shared.

Factory Z113 successfully researched, designed and manufactured advanced production line equipment, promptly meeting export requirements.

With the spirit of "pioneering", Colonel Tran Chi Dung and the Factory's leadership team embarked on restructuring the production strategy, proactively researching the market, expanding cooperation, and seeking new orders at home and abroad. Under the strong direction of the Board of Directors, the Factory not only overcame the difficult period but also made a spectacular breakthrough. During the 2020-2025 term, the Factory successfully completed the defense and economic production targets, ensuring jobs and increasing income for workers.

Notably, the targets set by the Factory Party Congress Resolution for the 2020-2025 term were all completed beyond expectations: total revenue reached more than 13,000 billion VND, 3.5 times higher than the Resolution, with an average growth rate of 27.6%/year, while the target was more than 6%/year.

Revenue from economic activities reached over 5,600 billion VND, nearly double that of the previous term, accounting for 43.1% of total revenue. In particular, the export value of economic products reached nearly 1,200 billion VND, showing that the competitiveness and quality of the Factory's products have reached international standards. Average income has reached 25 million VND/person/year, one of the units with the highest average income in the General Department of Defense Industry.

Lieutenant Colonel Hoang Kim Thanh, Head of Research and Development Department of Factory Z113 shared: "Not only is Colonel Tran Chi Dung a good manager, he is also a flame of inspiration spreading throughout the Factory. With the team of technical staff, workers, especially young staff, Comrade Dung is always the one who adds confidence, encourages creativity, dares to think, dares to do. Not stopping at words of encouragement, he always creates maximum conditions for research groups to experiment, break through and devote themselves to bold ideas.

Under the direct guidance of Colonel Tran Chi Dung, many highly applicable scientific research topics have been successfully implemented such as: sniper bullets, armor-piercing bullets, UAVs, fire prevention and fighting products, detonators, explosives, fake symbolic explosives...

Perhaps the most familiar image is when the Director does not hesitate to roll up his sleeves, join engineers and workers in the testing room, down to the assembly workshop, sharing every little difficulty with his colleagues. The completed products not only affirm the research capacity, but are also a living testament to the intellectual strength and innovative spirit of Factory Z113, inspired by the leader who knows how to inspire with his presence, companionship and belief in the intelligence and creativity of Z113's staff and workers.

Thanks to that, from 2019 to now, the Factory has put into production new ammunition products such as armor-piercing bullets, sniper bullets, naval artillery shells and high-tech fire-fighting products such as : fire balls, fire-fighting tubes, fire-fighting systems, fire-fighting UAVs, especially fire-fighting UAVs which are very effective in accessing and extinguishing fires in high-rise buildings, dangerous warehouses, forest fires... where conventional fire-fighting vehicles are difficult to access, highly appreciated by the Ministry of National Defense and the Ministry of Public Security .

There have been 7 products of the Factory appearing in 13 countries/territories, especially markets with strict technical requirements such as Europe and America. The unit has 1 scientific research topic winning the First Prize of the Vietnam Science and Technology Innovation Contest (VIFOTEC), 1 topic winning the Second Prize of the Youth Innovation Award in the Army; applying 1,011 scientific initiatives to production with a profit value of nearly 50 billion VND.

Products of Factory Z113 are signed by partners right at defense exhibitions.

The factory's products will be displayed at the Vietnam International Defense Exhibition in 2022 and 2024; Vietnam International Innovation Exhibition in 2023; International Exhibition on Fire Prevention and Rescue Techniques and Equipment (SECUTECH 2022, 2023, 2024)... and have signed valuable orders right at the exhibitions and displays.

Lieutenant Colonel Nguyen Ngoc Hien, Political Commissar and Chairman of the Trade Union of Factory Z113, shared: Colonel Tran Chi Dung is one of the dynamic, courageous factory directors who dares to think, dares to do and is not afraid to face difficulties and challenges. He has proactively proposed to his superiors many effective solutions to promote production and business activities, develop new strategic products, propose and implement investment projects to improve defense and economic production capacity.

With the philosophy of "to develop sustainably, we must take care of people", he and the Factory's Board of Directors have built a satisfactory compensation mechanism, encouraging workers to contribute with income and working environment, taking good care of their material and spiritual life.

Z113 Factory was honored to receive many noble awards from the Party, State, Army and all levels and sectors, such as: Hero of the Armed Forces in 1990; Hero of the Labor Force in the Renewal Period in 2008; First Class Fatherland Protection Medal in 2022; Emulation Flag of the Ministry of National Defense in 2020, 2024...

Factory Z113 received the First Class Fatherland Protection Medal in 2022.

With important contributions to the development of Factory Z113, Colonel Tran Chi Dung has continuously achieved the title of Emulation Fighter at the grassroots level for three years, was awarded the title of Emulation Fighter of the whole army, the Third-class Fatherland Protection Medal, Certificate of Merit from the Prime Minister, Certificate of Merit from the Minister of National Defense, Certificate of Merit from the Minister of Public Security, First Prize in the Science and Technology Innovation Competition on Fire Prevention, Fire Fighting and Rescue for the period 2021-2022 and many other Certificates of Merit.

Colonel Tran Chi Dung emphasized that, promoting the results achieved in the 2020-2025 term, the Party Committee of Z113 clearly identified the direction, goals and key tasks in the 2025-2030 period as continuing comprehensive innovation, strong modernization, proactive integration and breakthroughs in production and business.

In the spirit of thoroughly grasping the resolutions of the Party Congresses at all levels, the direction of the Central Military Commission and the Ministry of National Defense, the Factory will focus on building a long-term development strategy, building a brand, improving competitiveness, proactively integrating and cooperating internationally, and finding breakthroughs in exporting defense products.
