The national job exchange is to implement Resolution No. 57-NQ/TW, in which the construction of a national job connection platform is a specific content of this policy in the labor field. In addition, Resolution 71/NQ-CP also requires the implementation of digital transformation tasks, including the construction of national platforms for administration, data and public services, creating a legal basis and direction for the construction of a national job exchange.

According to the head of the Department of Employment, the labor market still lacks connection between localities and the whole country. The new job exchanges only operate in a narrow scope, locally, and have not formed a national network. This limits the rotation of regional labor, causing waste of resources. Through the National Job Exchange, workers and businesses anywhere in Vietnam can connect with each other. This is completely free through the State job service system.
When operating, the national job exchange is also expected to help connect labor supply and demand in a substantial, regular, continuous, multi-level way, from high-level to simple labor segments; multi-field, multi-location. The system also ensures the transparency of the labor market, especially in information, limiting fraud. Because when entering the system, each enterprise is given an identification code, fully responsible for the content posted. Workers also have their information verified via the VNeID application, and have the right to search and interview directly on the floor.
In addition, the system will also integrate an electronic labor contract platform, from which businesses and employees can directly sign contracts. “This is a major breakthrough change, creating transparency in the market, reducing costs for businesses and employees as well as the whole society. In addition, the labor market still has a surplus in some places and a shortage in others, but with the national job exchange system, the unified connection of supply and demand will contribute to increasing the competitiveness of the labor market. Help remove bottlenecks for economic development and investment,” said Director of the Department of Employment Vu Trong Binh.
