Since taking office as Director of Binh Thuan Provincial Police in March 2023, Colonel Le Quang Nhan has clearly defined the motto of action: "Not being passive or surprised about security and order is a prerequisite in all situations" . In that spirit, he promptly directed the forces to focus on firmly grasping the situation and synchronously deploying professional measures, especially in key areas, fields and subjects. Many plots and activities taking advantage of incitement and disturbance have been detected, combated and neutralized in a timely manner. Sensitive cases have been handled carefully, in accordance with legal regulations, preventing the formation of hot spots, contributing to maintaining political and social stability in the province.

One of the consistent instructions of Colonel Le Quang Nhan is: "Do not let criminals run rampant, anywhere" . That spirit is concretized through many high-profile plans to attack and suppress crimes, ensure security and order, focus on fighting against criminal offenses, drugs, black credit, high-tech crimes... In 2024, Binh Thuan Provincial Police investigated and clarified 1,032 cases of crimes against social order, reaching a rate of 82.23%, arrested 1,735 subjects, recovered assets of over 17.11 billion VND; of which, very serious and especially serious crimes were clarified at a rate of 90.58%. Detected and fought to destroy 553 cases/1,010 subjects of drug crimes. Arrested, persuaded to surrender and eliminated 84 wanted subjects... thereby, curbing and reducing 6.48% of social order crimes compared to 2023 and exceeding the target assigned by the Ministry. Prominent cases were handled quickly, in accordance with legal procedures, contributing to strengthening people's trust in the police force.
Not only resolute in suppressing crime, Colonel Le Quang Nhan also pays special attention to administrative reform, considering it the "face" of the police force in the eyes of the people. He requested units to "minimize intermediaries, increase personal responsibility, and serve the people regardless of administrative hours or after hours". From this direction, many effective projects and tasks have been implemented such as: "Taking people's satisfaction as a measure of administrative reform effectiveness"; "Regional police come to each house, supporting each file", "Mobile working group to issue CCCD in remote areas"... helping to shorten the time to process procedures, increasing people's satisfaction. The rate of citizen identification and electronic identification applications being processed on time; the connection and exploitation of population data in handling administrative procedures has brought about clear results.

Maintain discipline, inspire
As the leader, Colonel Le Quang Nhan always emphasized: " It is impossible to build a strong force if internal discipline is not maintained ". He resolutely rectified manifestations of administrativeism, perfunctory work, and lack of responsibility, especially in the process of receiving people, handling reports, and denunciations. The work of rotating and arranging cadres, evaluating emulation and rewards was carried out transparently and fairly, using work results as a measure. Many young cadres with practical capacity were discovered, trained, and appointed promptly, creating a solid succession.
Colonel Le Quang Nhan always focuses on taking care of the lives of officers and soldiers and showing gratitude to veteran and retired officers.
Not only closely involved in professional work, Colonel Le Quang Nhan also pays special attention to the material and spiritual life of officers and soldiers in the entire force. With the view that "if you want your comrades to work with peace of mind, you must first take care of the service and living conditions from the smallest things", he has directed the review and improvement of living and working conditions at grassroots units, especially in remote areas. Many commune police headquarters have been repaired and upgraded; the on-duty, combat duty, and logistics regimes have been given due attention. Cases of officers with serious illnesses or difficult circumstances are always monitored by the Board of Directors and promptly encouraged both materially and spiritually. In Colonel Le Quang Nhan, leadership strength does not lie in rigid orders, but in innovative thinking, the ability to inspire and create high consensus within the organization. He encourages independent thinking, daring to think, daring to do, but always on the basis of discipline and regulations. Each peak period and each new task is clearly understood, summarized, experiences are drawn and evaluated with specific numbers. He directly inspects the scene, removes difficulties for the base, and does not work perfunctorily on paper. Thanks to that, the units not only complete the tasks, but also improve the quality and initiative in the work.
In the context of the increasingly complex task of ensuring security and order, requiring continuous innovation in both leadership thinking and implementation methods, the role of the leader becomes increasingly crucial. Colonel Le Quang Nhan not only excellently fulfilled that role with decisiveness and responsibility, but also with the ability to inspire and arouse the spirit of dedication in each officer and soldier. From correct policies, accurate instructions, to close and exemplary actions in every task, he has contributed to creating a new look for the Binh Thuan Provincial Police: more disciplined, more effective, closer to the people and more steadfast in the face of all challenges.
More than numbers or emulation awards, the mark that he left behind was the spirit of “doing things thoroughly, thinking thoroughly, taking responsibility thoroughly”, a clear leadership spirit, without embellishment, but with strong influence. And that spirit continues to be nurtured and multiplied in each unit, each officer and soldier of the Police in the whole province, so that the Binh Thuan Police force can truly become a reliable support for the Party, the government and the people. Above all, what the officers and soldiers of the Binh Thuan Provincial Police feel most deeply is faith – faith in the wise, resolute and inspirational leadership of the “fire-bearer”.
