Throughout its journey of construction and development, the Party Committee of Kon Tum City, Kon Tum Province, has upheld the tradition of unity, mobilizing resources from trust, consensus, will, and aspiration to achieve outstanding accomplishments in many fields. The hallmarks of innovative leadership style, determination, creativity, and the accurate selection of key objectives and priority tasks to focus on are the goals of building a comprehensively developed, sustainable, modern city with a rich identity.

In recent years , Kon Tum has undergone rapid and comprehensive changes, particularly in economic growth and urban development. The city's Party Committee and government have been proactive, creative, and innovative in implementing the resolutions of the 13th National Party Congress, the 16th Provincial Party Congress, and the 12th City Party Congress (2020-2025 term). After half of the term, the city has achieved many outstanding accomplishments in economic, cultural, and social development, ensuring national defense and security, and building the Party and political system.

A significant achievement after half of the term implementing the Party Congress Resolution is the recovery and development of the socio-economic sector, yielding many positive results. Notably, in 2022, the economic growth rate reached 11.95%; per capita income reached 58.4 million VND/year; state budget revenue reached 2,186,728 million VND, exceeding the plan by 19%. The economic structure shifted towards an increasing proportion of industry, construction , and services, while the proportion of agriculture and forestry decreased. Social welfare policies and benefits received attention. To date, the poverty rate is 1.34%; the near-poverty rate is 2.13%; 11 out of 11 communes have achieved new rural standards and 6 out of 10 wards have achieved urban civilization standards; political security and social order are ensured; and people's living standards have improved.

Being a locality that   Starting from a low socio-economic base, after nearly 15 years, the city's economy has undergone a dramatic transformation, experiencing remarkable growth, with each subsequent period exceeding the previous one; affirming and elevating its position, and developing comprehensively in a rapid and sustainable manner. In all areas of economy, culture, society, national defense, security, Party building, and the political system, implementation has been synchronized and decisive, bringing new vitality to the people of Kon Tum.

Currently, Kon Tum city is expanding its industrial clusters to achieve a breakthrough in economic development. In addition to the three existing industrial and handicraft clusters, the city is investing in new clusters in Ngo May ward and Dak Cam commune, covering over 62 hectares. Simultaneously, it is proposing to the Provincial People's Committee the addition of eight more industrial and handicraft clusters in Hoa Binh and Ia Chim communes, covering 570 hectares (during the 2021-2030 period).

Kon Tum is currently considered a city with an attractive investment environment , offering significant incentives, clean land, and streamlined procedures. The city's leadership is always ready to cooperate and "roll out the red carpet" to invite investors. Monthly meetings and dialogues are held with investors to support them in surveying and exploring investment opportunities, expediting procedures, and registering businesses. In 2022, seven new investment projects received approval from competent authorities with a total registered capital of over 138.2 billion VND.

In the process of leading and directing the construction of the city into a civilized, modern, and sustainable urban area, the City Party Committee has always paid attention to and implemented the general plan, urban sub-area plans, and the construction of urban infrastructure associated with urban beautification. Based on the general plan, the city continues to implement many urban sub-area plans, build new streets, renovate old streets, and gradually form an urban space. At the same time, the Kon Tum City Party Committee has identified the focus on developing tourism - trade - services. It is promoting tourism activities, expanding the network of connections to develop tours and routes; and focusing on connecting products that exploit the tourism potential and strengths between Kon Tum and Mang Den town, Kon Plong district, and other tourist destinations in the province with localities in the Central Highlands and the Central coastal provinces...

To successfully achieve the goals and tasks set forth by the 12th City Party Congress , from now until the end of the term, all levels and sectors, from the city to the grassroots, will focus on mobilizing and effectively utilizing resources, taking advantage of support from the Central Government and the province; continuing to accelerate the restructuring of the economy associated with the innovation of the growth model; promoting innovation, digital transformation, and the development of the digital economy and digital society; and focusing on developing key, breakthrough, and driving sectors and fields...

With the goal of building a smart city that is prosperous, civilized, modern, and sustainable , in line with the overall plan until 2030 and the orientation until 2050 , the Party Committee and people of the city are determined to effectively implement the following solutions:

Firstly, continue to strengthen propaganda work and effectively implement the Resolutions of the Party Congresses at all levels, especially the Resolution of the 12th City Party Congress (2020-2025 term); thereby raising awareness and responsibility of cadres, Party members, and the people regarding city building, in conjunction with launching a nationwide movement to jointly build and develop; and continue to build exemplary models and best practices in socio-economic development and in building a cultured and civilized urban lifestyle .

Secondly , focus on mobilizing and effectively utilizing resources to invest in the comprehensive development of urban infrastructure. Strengthen the socialization and diversification of investment resources; expand investment forms; leverage domestic resources and take advantage of resources from the central and provincial governments. Maximize the utilization of state budget funds, ODA funds, and attract capital from large domestic and international corporations and enterprises. Strengthen the exploitation of capital from land funds and socialized capital; encourage businesses to invest through public-private partnerships. Build and upgrade urban infrastructure systems, combining the renovation of existing facilities with new construction to ensure a comprehensive, modern, and strategically important system; pay attention to architectural planning and the creation of a green, clean, and beautiful urban environment.

Thirdly, implement synchronized solutions to ensure social security and continuously improve people's living standards. Prioritize resources to build communes that meet the criteria for new rural development. Effectively implement the socialization of education and healthcare; invest in upgrading health stations and medical facilities. Implement the national target program for poverty reduction; pay attention to job creation, address difficulties, and implement policies and regulations for people with meritorious service.

Fourth , promote investment in the construction of urban infrastructure systems, especially social infrastructure ; build a comprehensive technical infrastructure system for the development of industry, handicrafts, and traditional craft villages. Prioritize investment in key transportation projects according to urban development plans. Continue to invest in and upgrade the electricity system, build a piped water supply network to meet the production and living needs of the people , renovate the existing drainage system, and address localized flooding to ensure good drainage during the rainy season. Invest in and upgrade information and telecommunications infrastructure to meet development needs and national defense and security tasks .

Fifth, focus on building a strong and comprehensive political system from the city level to the grassroots; strengthen the leadership role of the Party and the effectiveness of management and administration at all levels; promote the role of mass mobilization and social criticism of the Fatherland Front and political and social organizations . Implement grassroots democracy regulations effectively, reform the administrative system; build a team of cadres and civil servants with a reasonable number and structure, possessing political qualities, ethics, professional skills, and a high sense of responsibility, meeting the requirements of the new development stage .
