According to a report from the Ministry of Construction , summarizing reports from 60 out of 63 localities as of the end of 2022, the whole country had completed 307 social housing projects in urban areas with approximately 157,100 units, only reaching 41.7% of the plan. Of these, 126 social housing projects for industrial zone workers, with approximately 62,700 apartments, have been completed; and 181 social housing projects for low-income urban residents, with approximately 94,390 apartments, have been completed. Ho Chi Minh City, in particular, completed and put into use 23 social housing projects with 18,085 units during the 2015-2020 period, achieving 75% of the plan.
Currently, 418 projects with approximately 432,400 units are being implemented nationwide. Of these, 127 projects, comprising about 160,900 apartments, are housing for workers; and 291 projects, providing social housing for low-income urban residents, include approximately 271,500 apartments. Ho Chi Minh City alone plans to invest in and construct 25 social housing projects during the 2021-2025 period, totaling 30,610 apartments.
A social housing project is currently underway in Ho Chi Minh City.
The Ho Chi Minh City Real Estate Association (HoREA) noted that the figure of 307 projects with 157,000 completed social housing units is the cumulative number from 2011 to the present, and therefore does not clearly show the results of social housing development on a yearly basis, especially in recent years. However, according to the Ministry of Construction's summary reports for 2020, 2021, and 2022, the development of social housing nationwide continued to decline sharply, with only 19 social housing projects completed and put into use in three years, totaling 4,671 units. Specifically, only 8 projects with 1,677 units were completed in 2020, 5 projects with 1,694 units in 2021, and only 6 projects with 1,300 units in 2022.
"Overall, the results of social housing development have not met the set plan and have not kept pace with the huge housing needs of state officials, civil servants, armed forces personnel, workers, laborers, low-income urban residents, and immigrants," HoREA stated.
According to HoREA, the Prime Minister recently issued Decision No. 338 approving the investment plan to build at least 1 million social housing units in the period 2021-2030. This includes a target of developing 428,000 social housing units in the period 2021-2025 and 572,000 social housing units in the period 2026-2030, but the results achieved are still very modest.
At the conference to implement the project to build at least 1 million social housing units, the Ministry of Construction stated that from 2021 to May 18, 2023, only 41 urban social housing projects were completed nationwide, with approximately 19,516 units, achieving only 4.55% of the plan for the 2021-2025 period. Additionally, 294 projects with approximately 288,499 units are currently underway.
According to Mr. Le Hoang Chau, to achieve the goal of developing 428,000 social housing units by 2025, the most important issue currently is to focus efforts on building and perfecting the social housing policy in the draft amended Housing Law to remove obstacles and difficulties in mechanisms and policies, create land funds, and create preferential credit sources for social housing. At the same time, the law should be amended to support buyers and renters of social housing and mobilize more social resources from the private sector to participate in social housing development, creating conditions for large real estate corporations and enterprises to fulfill their commitment to invest in developing approximately 1.5 million social housing units by 2030.
