Replicate many practical and effective models of mass mobilization that serve the people.

Phu Hoa commune was established by merging three communes: Phu Hoa, Phu Loi (formerly belonging to Dinh Quan district, Dong Nai province) and Phu Dien (formerly belonging to Tan Phu district, Dong Nai province). The entire Phu Hoa commune currently has over 36,700 people living in 14 hamlets. The commune is home to 11 ethnic groups, the most numerous being the Hoa people, accounting for nearly 39% of the total population, and has 8 recognized religious establishments.

Immediately after its establishment and operation on July 1, 2025, the Party Committee, government, Fatherland Front, and political and social organizations of the commune paid attention to leading, directing, and implementing the "Skilled Mass Mobilization" emulation movement, considering it one of the solutions to create social consensus, unleash the strength of great unity, and consolidate the people's trust in the Party and the State.

Building a model of effective mass mobilization for the people.

According to Deputy Secretary of the Phu Hoa Commune Party Committee, Dinh Kim Tuan: Implementing the friendly government model throughout the city as guided by the City Party Committee's Propaganda and Mass Mobilization Department, the Standing Committee of the Phu Hoa Commune Party Committee has directed the arrangement and organization of workspaces for officials and civil servants in a neat and scientific manner, ensuring convenience for organizations and citizens conducting transactions, meeting four criteria: faster, more economical, more reasonable, and friendlier.

To ensure the model achieves its intended goals and requirements, the People's Committee of the commune has so far assigned over 200 officials and union members to regularly welcome and guide people coming to the Commune Public Administrative Service Center to complete administrative procedures.

Mr. Nguyen Van Loi, a resident of Phu Hoa commune, commented: "I am elderly and not familiar with administrative procedures. When I came to the commune's Public Administrative Service Center, the officials and civil servants here guided me enthusiastically and without causing any inconvenience, so I am very satisfied."

In addition to facilitating administrative procedures for citizens, the People's Committee of Phu Hoa commune has recently issued 245 congratulatory letters to people registering for marriage and birth certificates; 48 letters of thanks to citizens, organizations, and businesses for their contributions to local development; 29 letters of apology for shortcomings, problems, and actions of the government that have affected citizens, organizations, and businesses; and 37 letters of condolence to families who have lost loved ones. At the same time, the People's Committee has placed suggestion boxes at the commune headquarters and provided email to receive feedback from citizens, organizations, and businesses.

In addition, the Party Committee, People's Council, People's Committee, and Vietnam Fatherland Front Committee of Phu Hoa commune organized 52 visits to congratulate religious establishments in the commune on the occasion of major holidays and important festivals of religious organizations.

Along with implementing the "Effective Mass Mobilization and Friendly Government" model, the Party committee, government, agencies, and units of the commune also implement many other models, spreading widely across various fields.

In 2025, the commune's agencies and units implemented 21 successful mass mobilization models in various fields: economy , culture and society, national defense and security, and political system building.

Several models have been recognized as effective grassroots-level mass mobilization models in 2025, such as: the "Breakfast of Compassion" program, the "Bright, Green, Clean, and Beautiful Road" program, the "Mural Road" program, the "Charitable Kitchen" program, and the model recognized as effective mass mobilization at the provincial level is the "Friendly Government Serving the People" program.

According to Nguyen Ngoc Son, Secretary of the Phu Dien 4 Hamlet Party Branch in Phu Hoa Commune: "To build bright, green, clean, and beautiful roads, the Phu Dien 4 Hamlet Party Branch has directed mass organizations to mobilize people to plant flowers and ornamental trees along both sides of the roads in each residential group. Seeing the practicality of the movement, each resident is conscious of taking care of the roads, keeping them vibrant with flowers and beautifying their living space."

Register to implement more than 200 successful mass mobilization models in 2026.

Building on the positive results of effective mass mobilization, in 2026, the agencies and units of Phu Hoa commune registered to implement 204 effective mass mobilization models.

Specifically, in the economic field there are 6 models, in the cultural and social field 188 models, in the defense and security field 3 models, and in the field of building the political system 7 models. The number of models re-registered is 21, and the number of newly registered models is 183.

According to Bui Thi Minh Ngoc, Chairwoman of the Vietnam Fatherland Front Committee of Phu Hoa commune: "In order to strengthen the close relationship between the Party, the government and the people; and to promote the role of the Vietnam Fatherland Front in representing and protecting the legitimate rights and interests of the people, in April, the Standing Committee of the Vietnam Fatherland Front Committee of the commune implemented the 'Month of Listening to the People's Voices' model."

According to information from the People's Committee of Phu Hoa commune, when the commune conducted a survey to assess the building of a friendly and people-serving government, 99% of respondents expressed satisfaction. This is an important criterion, improving people's trust in the government while promoting administrative reform; and effectively mobilizing people to actively participate in patriotic emulation movements and the new rural development movement in the commune.

This model aims to create a forum for citizens to directly express their thoughts, aspirations, and legitimate suggestions; to listen to, absorb, and promptly grasp public opinion, contributing to the early resolution of emerging issues at the grassroots level and proposing solutions to competent authorities; and to strengthen the people's trust in the Party and local government. It also aims to strengthen national unity and build a government that is close to and responsive to the people.

The "Month of Listening to the People" is integrated into the regular meetings of the residential groups. To date, the commune has organized 3 sessions (divided by clusters), through which more than 20 opinions have been recorded. These opinions focus on land and construction; administration and legal matters; social welfare; environment; security and order; education and health... At the same time, some opinions have proposed and presented initiatives to develop the local economy and society.

The opinions expressed during the "Month of Listening to the People" have been compiled by the Vietnam Fatherland Front Committee of the commune and sent to the relevant authorities for responses. To date, many opinions have been answered for the people.

The practical experience shows that effective community mobilization models in Phu Hoa have contributed to building a cultural life in residential areas, preserving cultural identity, and fostering a civilized lifestyle; strengthening solidarity, mutual support, and assistance in life. The people actively participate in the National Movement for Protecting National Security, building self-governing models for security and order. This has enhanced people's awareness of law compliance and their sense of community responsibility. Many internal conflicts among the people have been resolved promptly at the grassroots level, limiting the emergence of hotspots.

Many effective production and business models have been developed and replicated, contributing to increased income for the people. The people actively participate in new rural development programs, donating land for roads and contributing labor. A spirit of self-reliance, self-improvement, and solidarity in helping each other develop the economy has been fostered.

Effective models of mass mobilization such as: People-friendly government serving the people; Compassionate breakfast; Zalo connecting for peace; Litter-free roads; Bright, green, clean, and beautiful roads; Mural roads; Charitable kitchens... have contributed significantly to promoting socio-economic development, maintaining national defense and security, and building a strong political system. At the same time, they contribute to consolidating national unity and strengthening the people's trust in the Party and the State.
