The policy of reducing staff numbers through the restructuring and streamlining of organizational structures in ministries, departments, and localities is a current hot topic. While some officials are still hesitant and calculating, many have volunteered to retire early to facilitate the restructuring process.

Press reports indicate that the list of officials requesting early retirement is growing longer, including officials under the management of the Party Central Committee.

In Thanh Hoa , following the pioneering early retirement request by Bui Thi Muoi, Deputy Head of the Standing Committee of the Provincial Party Committee's Propaganda Department, many other officials have since submitted applications for early retirement, including those under the management of the Provincial Party Standing Committee, and leading officials at the departmental and district levels, even though they still have 3 to 10 years of service remaining.

Speaking at a recent meeting with former Party and State leaders, exemplary veteran officials, intellectuals, scientists, and artists from southern provinces and cities on the occasion of the Lunar New Year 2025, General Secretary To Lam emphasized: "If we do not develop rapidly and sustainably, other countries will develop and will not wait for us." Therefore, according to the General Secretary, "We need to unify our understanding and actions regarding the urgency of continuing the economic reform process. Without reform, we cannot achieve double-digit growth. If we achieve that goal in 2025, we will continue to achieve it in subsequent years and terms. In particular, we must prioritize streamlining the administrative apparatus so that we can take off, fly high and far; if it is too cumbersome, it will be very difficult..."

Streamlining the administrative apparatus to "fly higher and further" is very practical and urgent. However, achieving this requires officials who dare to volunteer. If everyone calculates and waits to see how things unfold before making their decisions, it will create significant obstacles and lead to missed opportunities. Officials requesting early retirement both support the Party's policy on streamlining the administrative apparatus and benefit from the advantageous early retirement policies stipulated in Government Decree No. 178/2024/ND-CP dated December 31, 2024. Officials and civil servants should view this positively to make appropriate and timely decisions.

The revolution in downsizing the workforce, aiming to reduce the number of civil servants and public employees receiving salaries from the state budget by at least 20%, is gaining momentum. We commend those officials who have served and contributed for many years and are now pioneering in supporting this major initiative. They are contributing to a "lighter and more efficient" system, serving as role models and inspiring a shift in mindset towards "clinging to the state" for survival and relying on the state for personal gain.
