The Ministry of Education and Training has just issued a series of circulars regulating the decentralization, delegation and assignment of authority to perform state management tasks of local authorities at two levels in the fieldof education .

Accordingly, many tasks previously under the authority of the Department of Education and Training are replaced by the People's Committee at the commune level.

The guiding circulars also remove and replace the phrases "Department of Education and Training" and "District-level People's Committee" with the phrase "Commune-level People's Committee"; replace the phrase "Head of the Department of Education and Training" with "Chairman of the Commune-level People's Committee".

The granting of graduation certificates and national education system certificates is carried out by the People's Committee at the commune level.

Some notable contents are in Circular No. 13/2025/TT-BGDDT regulating the management of diplomas and certificates.

Accordingly, from July 1, 2025, the authority to manage the use of diploma and certificate blanks and to be responsible for granting diplomas and certificates as prescribed in Clause 3, Article 3 of the Regulations on the management of junior high school, high school, intermediate pedagogical college, college pedagogical diplomas, university diplomas and certificates of the national education system (issued with Circular 21/2019/TT-BGDDT of the Minister of Education and Training) shall be implemented by the People's Committee at the commune level.

For diplomas and certificates issued by the Department of Education and Training before July 1, 2025, the re-issuance; issuance of copies from the original book; correction of content recorded on diplomas and certificates; revocation and cancellation of diplomas and certificates shall be carried out by the Department of Education and Training.

Department of Education and Training selects and approves key managers and teachers

In addition, the Ministry of Education and Training also issued a new Circular 12/2025/TT-BGDDT regulating the decentralization, delegation and assignment of authority to perform state management tasks of two-level local authorities in the field of teachers and educational institution managers.

Accordingly, the authority to evaluate principals according to the standards of principals of general education institutions; to select and approve the list of key general education institution managers will be carried out by the Department of Education and Training.

The authority to select and approve core general education teachers is exercised by the Department of Education and Training.

The authority to organize competitions for excellent teachers and excellent homeroom teachers will be carried out by the People's Committee at the commune level.

The transfer of secondary schools is under the decision-making authority of the People's Committee at the commune level.

The Ministry of Education and Training also issued Circular 10/2025/TT-BGDDT regulating the decentralization, delegation and assignment of authority to perform state management tasks of two-level local authorities for general education.

Accordingly, transferring schools and receiving students to study at secondary schools is under the authority of the People's Committee at the commune level.

Specifically, the authority to issue a school transfer recommendation letter for junior high school level (at Point f, Clause 1, Article 5 of the Regulations on school transfer and admission of students studying at junior high schools and high schools issued with Decision 51/2002/QD-BGDDT of the Minister of Education and Training) is implemented by the Chairman of the People's Committee of the commune where the student goes.

The authority to receive, introduce to the school of residence, and check the documents is carried out by the People's Committee of the commune level of the destination school.

The authority to consider and decide on exceptional cases regarding school transfer time for secondary school level is carried out by the Chairman of the People's Committee of the commune where the student is arriving.

The implementation of regulations on the recognition of junior high school graduation has also been adjusted.

Specifically, the authority to consider and recognize junior high school graduation as prescribed in Article 12 of the Regulations on considering and recognizing junior high school graduation issued together with Circular 31/2023/TT-BGDDT of the Minister of Education and Training will be implemented by the People's Committee at the commune level.

The authority to establish the Graduation Recognition Council, decide on graduation recognition, announce the list of students recognized as graduating from junior high school, and organize the issuance of graduation certificates to students is carried out by the Chairman of the People's Committee at the commune level.

The organization and implementation of regulations on textbook selection in general education institutions has also been adjusted.

Specifically, Circular 10/2025/TT-BGDDT replaces the phrase "appraisal of records" with the phrase "review of records" in Article 8, Clause 1, Article 15 of Circular 27/2023/TT-BGDDT of the Minister of Education and Training regulating the selection of textbooks in general education institutions. At the same time, the authority to review records of textbook selection of primary and secondary education institutions prescribed in Clause 1, Article 8 of Circular 27 is implemented by the People's Committee at the commune level.

This newly issued group of circulars takes effect from July 1, 2025.
