Kinhtedothi – On January 17th, the Dong Anh District Party Committee (Hanoi City) held a conference to summarize the results of political tasks in 2024 and to outline directions and tasks for 2025. Comrade Vu Duc Bao - Member of the Standing Committee and Head of the Organization Department of the Hanoi City Party Committee - attended and directed the conference.

Presenting the political report at the conference, the Standing Deputy Secretary of the Dong Anh District Party Committee, Nguyen Van Cuong, stated that in 2024, the district implemented political tasks under favorable conditions, but also faced numerous difficulties and challenges. However, the district basically completed and exceeded the targets set for the entire term.

Specifically, the value of production in economic sectors in the area in 2024 is estimated to increase by 9.8% compared to the same period last year, higher than the growth of the Capital and the whole country. Total state budget revenue reached over 27,000 billion VND, equivalent to 205% of the city and district's allocated budget; total budget expenditure for the whole year is estimated at 13,489,657 million VND, equivalent to 152% of the city's allocated budget and 100% of the district's allocated budget after adjustment.

Urban planning and management, construction order, traffic safety, environment, environmental sanitation; land management and land clearance; culture and social affairs; administrative reform and internal affairs; inspection, citizen reception, and handling of complaints; prevention and fight against corruption and negative practices; practicing thrift and combating waste; digital transformation... have received special attention, been implemented seriously and in accordance with regulations, with many effective innovations, creating comprehensive momentum for development.

In particular, Party building and the political system continued to be strengthened and reformed in terms of leadership and guidance methods. The effective implementation of appointing secretaries, deputy secretaries, chairmen, and deputy chairmen of communes and towns who are not from the local area was achieved. A total of 230 people were appointed, transferred, or rotated; the District People's Committee transferred 80 civil servants to different positions. To date, in the district, 15 out of 24 Secretaries (62.5%), 7 out of 24 Chairmen (29.2%), and 2 out of 24 Deputy Secretaries (8.33%) are not from the local area.

Individuals and groups with outstanding achievements were honored at the conference.

The Party Committee directed grassroots Party organizations to issue 3,668 thematic resolutions to organize the implementation of new, difficult, and complex tasks. The number of exemplary "effective mass mobilization" models was enhanced, with 100% of communes and towns registering 508 models at the city, district, and grassroots levels. The fight against corruption was conducted with the motto that all violations must be detected and handled promptly according to regulations, without exception.

“The operational activities of the People's Committees at all levels in all fields have seen many innovations, creativity, and flexibility, closely adhering to the directives of the Central Government, the City, and the District Party Committee. This includes focusing on the ‘three-priority’ approach, flexibility, and strengthening discipline and order in task implementation. State management in all fields has been strengthened, removing ‘bottlenecks and obstacles’ with the motto of 5 clear points: clear person, clear task, clear responsibility, clear progress, and clear effectiveness,” said Nguyen Van Cuong, Deputy Secretary of the Dong Anh District Party Committee.

Accelerate the progress of completing investment projects.

Launching the emulation movement for 2025, the Deputy Secretary of the District Party Committee and Chairman of the Dong Anh District People's Committee, Nguyen Anh Dung, stated that in 2024, Dong Anh district had made remarkable progress in organizing and implementing political tasks, developing socio-economic aspects, and significantly improving the material and spiritual lives of its people.

Patriotic emulation movements were widely implemented with many innovations, resulting in 1,085 collectives and 1,426 individuals receiving awards at various levels. Of these, 4 collectives and 8 individuals received State-level awards; 12 outstanding emulation flags were awarded by the City Party Committee and People's Committee; 9 collectives and 4 individuals received Certificates of Merit from the City People's Committee; and 26 collectives were awarded the title of Outstanding Labor Collective. Regarding thematic awards, 16 collectives and 34 individuals received Certificates of Merit from the City Party Committee and People's Committee...

Delivering a keynote address at the conference, Comrade Vu Duc Bao - Member of the Standing Committee and Head of the City Party Committee's Organization Department - praised and highly appreciated the results achieved in the implementation of political tasks and socio-economic development in 2024 in Dong Anh district. He affirmed that the district had comprehensively fulfilled all set targets, notably achieving a budget revenue of 27,000 billion VND, ranking first among districts and towns in the city in terms of budget revenue; budget expenditure was also very impressive, reaching over 13,400 billion VND.

“The entire district has approved the assignment of 400 additional tasks for 400 projects, approved investment policies for 552 projects, approved project plans for 100 projects, and approved contractor selection plans for 800 projects; 358 projects are currently under construction, and 371 projects have been completed, ensuring the set plan is met; the district has completed the criteria for building advanced new rural areas; Party building work has also been impressive, and the established practices have been maintained... these are some of the most outstanding achievements of Dong Anh district in 2024,” – emphasized Vu Duc Bao, Head of the City Party Committee's Organization Department.

According to Vu Duc Bao, Head of the Hanoi Party Committee's Organization Department, entering 2025 amidst numerous difficulties and challenges will significantly impact the implementation of political tasks and socio-economic development in Dong Anh district. Therefore, in addition to the directions and tasks already outlined, the district needs to focus on maintaining and building upon the achievements in economic development management; and accelerating the completion of investment projects. This is the issue that will bring the most practical benefits to the people, allowing for faster transformation of the urban landscape, as Dong Anh is receiving substantial support from Hanoi City.

Secondly, it is necessary to focus on successfully organizing Party Congresses at all levels, paying particular attention to personnel matters regarding the structure of Party committees, standards, and conditions... especially the issue of leadership transition, which must be democratic, objective, and select individuals with full capabilities and qualities. The Congress documents must summarize the achievements and frankly point out existing shortcomings and limitations, truthfully and without exaggeration. At the same time, they should outline the goals for the next five years, reflecting the development trends of the district and building upon the achievements of the 2020-2025 term.

Thirdly, it is urgent to reorganize the administrative apparatus in accordance with the directives in Resolution 18-NQ/TW of the Central Committee, aiming for a streamlined, efficient, and effective system. The policy has already been decided, and Dong Anh needs to urgently organize and restructure it in accordance with these directives.

Speaking and responding at the conference, the Secretary of the District Party Committee and Chairman of the District People's Council of Dong Anh, Le Trung Kien, requested that Party committees, government agencies, mass organizations, the business community, officials, Party members, and all levels of the people of Dong Anh district continue to unite, work together, and uphold their roles and responsibilities. This should not only be a matter of awareness but also demonstrated through action and the highest level of political determination to quickly achieve the set goals. The biggest goal is to build Dong Anh into a civilized, modern, and sustainably developed city.
