Through comprehensive, decisive, and consistent solutions, Quang Ninh province has demonstrated strong determination in supporting the business community. This has not only created a favorable investment and business environment but also contributed to strengthening internal capabilities, increasing competitiveness, and promoting economic development.

In recent years, Quang Ninh's business community has continuously grown in both quantity and quality, making a significant contribution to the province's GRDP growth and sustainable development. Specifically, from the beginning of this year to date, the province has seen the establishment of 1,568 new businesses (a 23.5% increase compared to the same period in 2024) with registered capital reaching VND 12,640 billion; and 581 businesses resuming operations, a 7% increase compared to the same period. To date, the province has nearly 12,000 businesses, almost ten times more than in 2004, creating jobs for over 250,000 workers. Of these, the private sector accounts for 97.95% of the total number of businesses, with many having established national brands and even expanding into international markets. Notably, Quang Ninh currently has 3 private enterprises among the Top 500 largest enterprises in Vietnam, demonstrating the dynamic development, innovation, and increasing competitiveness of this region.

To realize the target of achieving a GRDP growth rate of 14% or higher in 2025, approximately 2% higher than the target set by the Prime Minister, Quang Ninh province has implemented a comprehensive set of practical solutions to unlock resources and support the business community. First and foremost, the province has placed special emphasis on administrative reform, enhancing competitiveness, and improving the investment and business environment. Administrative procedures related to investment, licensing, land, taxes, customs, etc., have been reviewed, reduced, and simplified to the maximum extent possible, creating the most favorable conditions for businesses. Simultaneously, the province has promoted decentralization and delegation of authority, coupled with appropriate resource allocation, and closely monitored and supervised to ensure efficiency, transparency, and accountability.

The Provincial Public Administration Service Center effectively operates a set of performance indicators and a real-time system for evaluating the quality of service provided to citizens and businesses. This allows for monitoring the work processing capacity of each unit and official, while also promptly receiving and addressing feedback and suggestions from businesses. Alongside procedural reforms, Quang Ninh also focuses on promoting the application of information technology, deploying digital platforms in management and administration, connecting and sharing data between agencies, and effectively utilizing national databases, especially in implementing the Government 's Project 06 on the development of population data, identification, and electronic authentication. These are important steps towards building a transparent and open public administration that better serves the development needs of businesses.

Besides institutional reforms, the province is implementing many programs to directly support small and medium-sized enterprises (SMEs), innovative startups, and businesses applying science and technology and undergoing digital transformation, aiming to help them take advantage of opportunities from the Fourth Industrial Revolution. Financial support packages, human resource training, legal consulting, trade promotion, and market connectivity are also emphasized, creating conditions for businesses to enhance their competitiveness and achieve sustainable development.

One of Quang Ninh's highlights is its mechanism for direct and regular dialogue between the government and the business community. The Provincial People's Committee periodically organizes thematic meetings and working sessions with specific groups of businesses and cooperatives; it categorizes and summarizes recommendations by sector to assign specific tasks to relevant departments, agencies, and localities for coordinated resolution. For example, with the Vietnam Coal and Mineral Industry Group (TKV) and the 19th Army Corps of the Ministry of National Defense, the province has directly resolved nearly 100 recommendations related to land management, environment, licensing for coal exploration and exploitation, transportation, and infrastructure construction for workers. In particular, the Provincial People's Committee maintains weekly meetings to review the progress of work, in accordance with the principle of "clear tasks, clear responsibilities, clear timelines, and clear personnel."

Furthermore, Quang Ninh province has implemented numerous activities to support businesses in legal and informational aspects. Legal support plans, the "Businessmen's Coffee" program, and specialized conferences and seminars are regularly organized, helping businesses stay informed about policies, guidelines, and socio-economic development directions of the province and the country. As a result, businesses not only overcome difficulties in production and business operations but also gain opportunities for cooperation, linkages, and market expansion.

These comprehensive and decisive solutions have helped Quang Ninh maintain its leading position nationwide for many years in rankings such as the Provincial Competitiveness Index (PCI), the Public Administration Reform Index (PAR Index), and the Satisfaction Level of Citizens and Businesses (SIPAS)... This is the clearest evidence of the growing trust and deep commitment of the business community and investors to the investment and business environment in Quang Ninh. With high political determination, effective support, and the spirit of "a proactive government - a collaborative business - a responsive people," Quang Ninh is continuing to unleash and maximize its internal strengths, promote entrepreneurship and innovation, and create a solid foundation for the business community to develop strongly and contribute increasingly to the sustainable socio-economic development of the province and the country.
