On May 18, Prime Minister Pham Minh Chinh signed and issued an Official Dispatch on urgently reporting recommendations and proposals from localities, ministries and branches that have not been resolved by ministries and agencies.
Telegram to Ministers, Heads of ministerial-level agencies, Heads of Government agencies; Secretaries of Provincial and Municipal Party Committees, Chairmen of People's Committees of provinces and centrally-run cities.
The telegram reiterates that on May 4, the Prime Minister issued a telegram on urgently reviewing and promptly handling recommendations and proposals from localities, ministries and branches, in which he requested Ministers, Heads of ministerial-level agencies, Heads of Government agencies, Chairmen of People's Committees of provinces and cities to report to the Prime Minister and Deputy Prime Minister in charge before May 15 on the recommendations of localities, ministries and branches that have not been considered and resolved by ministries and agencies.
As of May 17, the Government Office has received reports from 4/22 ministries, ministerial-level agencies, 2/8 government agencies (including: Ministry of National Defense, Ministry of Home Affairs, Ministry of Agriculture and Rural Development, State Bank of Vietnam; Vietnam Television, Vietnam News Agency) and 16/63 provinces and centrally run cities.
Of which, the Ministry of Agriculture and Rural Development and 15 localities (including: Bac Giang, Binh Dinh, Ca Mau, Dong Thap, Gia Lai, Lao Cai, Nam Dinh, Quang Binh, Quang Ngai, Soc Trang, Thai Nguyen, Thanh Hoa, Tra Vinh, Tuyen Quang and Vinh Long) reported that there were a number of recommendations and proposals that had not been resolved by ministries, ministerial-level agencies, and government agencies.
To direct, urge, and promptly and fully resolve recommendations and proposals from localities, ministries, and branches and improve the effectiveness and efficiency of direction and administration, the Prime Minister requested that any ministries and branches that have not reported as directed must uphold their sense of responsibility and urgently report to the Prime Minister and Deputy Prime Minister no later than May 25.

In case there are no recommendations and proposals that have not been resolved by ministries or agencies, it must be clearly reported that there are none.
The Prime Minister also respectfully requested that the Provincial and Municipal Party Committee Secretaries pay attention to leading and directing local agencies and functional units to proactively and actively implement the tasks assigned by the Prime Minister in the previous Official Dispatch. At the same time, closely coordinate with relevant ministries and agencies to monitor, urge and resolve recommendations and proposals of their localities, promoting progress and efficiency in handling work.
The Government Office continues to urgently synthesize proposals from localities, ministries and branches that have not been considered and resolved by ministries and agencies; report and propose to the Prime Minister and Deputy Prime Minister to promptly direct and urge resolution according to authority and legal regulations.
