The introductory remarks at the conference stated: After the nationwide resistance on December 19, 1946, in 1947, the Quang Tri Provincial Party Committee decided to withdraw all forces to Ba Long, because Ba Long had all the necessary conditions to be built into a resistance base against French colonialism. On April 14, 1947, the Executive Committee of the Quang Tri Provincial Party Committee held a meeting in Teng Teng (Trieu Phong) and decided to choose the area west of Trieu Phong and Hai Lang, from Hon Linh, Boc Lo, through Khe Su, Khe Cau, Ba Long extending down to Boong, and from Hon Linh extending down to Hai Dao, to build a revolutionary base called the Ba Long War Zone.

The Ba Long War Zone was established as a center for activities and headquarters of Party organizations, the Resistance Administrative Committee, mass organizations, main army units, and engineering workshops; it was also the center of resistance leadership. Here, the Quang Tri Provincial Party Congresses, conferences, and meetings of decisive importance to the local resistance against the French took place.

This was also the site of fierce battles between our forces and the enemy, events related to the three provinces of Binh-Tri-Thien, the establishment of the 6th Regiment (also known as the Phu Xuan Regiment) on October 10, 1965, and the 2nd Corps (also known as the Huong Giang Army Corps) on May 17, 1974. It served as a safe stopover for Party leaders and delegations of cadres from the North to the South.

Following the signing of the Geneva Accords on July 21, 1954, Ba Long became an administrative district under the Saigon government. In the early morning of February 9, 1964, the liberation army launched a lightning attack and seized control of the Ba Long district capital in just 25 minutes. This victory greatly boosted the morale of the people and soldiers of Quang Tri, as well as the people and soldiers of both North and South Vietnam.

On February 6, 2023, the Prime Minister signed Decision No. 49 recognizing Ba Long as a Central Safe Zone located in Quang Tri province during the resistance wars against France and the United States.

The seminar attracted many delegates, including PhDs and Masters from the Le Duẩn Political School and various sectors and localities in the province, who presented numerous scientific arguments, evidence, and valuable documents to clarify the historical role of the Ba Lòng war zone in our nation's war of national defense.
