More than two weeks have passed since Circular 08 on mobile phone information verification came into effect, and many subscribers are now having their accounts blocked for not complying with the regulations.

Circular 08 of the Ministry of Science and Technology on subscriber verification guidelines came into effect on April 15th. One of the new points of the circular is that VNeID is used as a tool to help users verify the SIM cards they are registered under, thereby confirming the subscriber number they are using. If the phone number is verified as belonging to the rightful owner, it can be used normally. Conversely, the subscriber number will be blocked if it is not verified.

Across the country, approximately 900,000 phone numbers have been identified as "not registered to the rightful owner" by their current owners after two weeks of implementation. For these subscribers, the network provider will send a text message requesting re-verification within 5-15 days. Failure to comply will result in one-way blocking, before proceeding to stronger measures such as two-way blocking or number revocation.
