Many new regulations on management and use of ODA capital and foreign preferential loans have been issued.

(HTV) - Decree 242 of the Government on the management and use of ODA capital and foreign preferential loans has just officially taken effect, replacing the previous Decree 114. The new document supplements and amends many regulations, perfecting the legal framework in the management and use of ODA capital.

At the conference to disseminate Decree 242 organized by the Ministry of Finance in Ho Chi Minh City, delegates emphasized that the decree focuses on four main orientations: Perfecting the legal framework, reforming administrative procedures, decentralization and mechanisms to remove obstacles. These changes help the Government to be more proactive and flexible in accessing international capital sources, improving the efficiency of public investment and governance capacity.

Delegates discussed and commented on new points in the conference to disseminate Decree 242 on management and use of ODA capital.

Over the past 30 years, ODA capital and preferential loans have made important contributions to the development of infrastructure, health care and education in Vietnam. Decree 242 is expected to create an open and transparent corridor, unlocking international resources for sustainable development in the coming period.
