The conference was attended by officials in charge of the cultural and social sectors of 95 communes and wards in Dong Nai province; and representatives of the Department of Finance and the Department of Home Affairs also participated in the direct response.
According to the two-level local government organization model, from July 1, 2025, many tasks in the field of education and training will be transferred to the commune level for direct management. The amount of work assigned to the commune-level government is very large and new. Therefore, initially, communes and wards cannot avoid some difficulties and confusion in the implementation process, especially when related legal documents are still in the process of completion, and the processing procedures are still overlapping and unclear.

At the conference, cultural and social officers of communes and wards raised many questions related to the authority and administrative procedures in the field of education and training, such as: authority and procedures for recruiting teachers, appointing managers, transferring teachers, implementing investment procedures in the field of education, financial norms... At the same time, it was proposed that the Department of Education and Training and the Provincial People's Committee continue to invest in facilities and teacher staffing to prepare for the upcoming new school year 2025-2026.
In addition, the communes and wards also recommended that the Department of Education and Training strengthen training in management skills related to the sector's fields, promptly support localities in resolving difficulties and problems in the early stages, thereby helping the management of the education and training sector in the locality to soon stabilize, operate smoothly and effectively.
After representatives of the Departments of Finance and Home Affairs answered the difficulties and problems of the communes and wards, Director of the Department of Education and Training Truong Thi Kim Hue shared with the communes and wards about the difficulties and confusion in the early days of receiving and managing many tasks in the field of education and training.
The leaders of the Department of Education and Training said they are ready to support, answer questions and guide localities to resolve difficulties, problems and obstacles related to the education sector, especially in strengthening training for field management staff in communes and wards.
The Department's leaders suggested that cadres of communes and wards proactively learn and quickly grasp the guidelines, policies and strategies on education development, especially those related to the practical needs of the locality. From there, promptly advise the Party Committee, local authorities and the province on decisions on education and training development, quickly resolve administrative procedures related to the sector, thereby contributing to improving the quality of education and the quality of local human resources in the new situation.

On the afternoon of July 31, the Board of Directors of the Department of Education and Training worked with representatives of 8 border communes of Dong Nai province on the plan to prepare a survey on investment needs for school construction according to Conclusion No. 81 of the Politburo on the policy of investing in school construction for border communes.
At the meeting, Director of the Department of Education and Training Truong Thi Kim Hue requested the communes to urgently prepare for the survey plan. Next week, the department will establish 4 working groups to directly go to 8 communes to conduct the survey to develop a detailed action plan to report to the Provincial Party Committee Standing Committee for comments.
