In a democratic and frank atmosphere, delegates expressed their excitement and confidence in the careful preparation of the Document Subcommittee and the Provincial Party Executive Committee. Retired officials assessed that the draft document was carefully and comprehensively prepared, fully reflecting the practical situation and development orientation of the locality after the merger.

Delegates shared and commented on many core contents of the document, focusing on the theme, structure, content and paying special attention to the main development indicators of the province in the coming term. Many contributions focused on major issues such as: Strategy and planning for sustainable socio -economic development, economic restructuring towards green growth; promoting the potential and advantages of shrimp, crab, forest, developing production towards rice - shrimp which is considered a sustainable direction...; focusing on developing the private enterprise sector; promoting administrative reform, perfecting and consolidating the 2-level local government apparatus; improving the quality of human resource training, especially the training and fostering of the younger generation to inherit, adapt to the development and innovation, responding to the era of science and technology.

Comments from some delegates especially emphasized the need to build a clean and strong Party and political system; strengthen discipline and order; improve the leadership capacity and fighting strength of grassroots Party organizations; and promote the exemplary role of cadres and Party members.

Many enthusiastic opinions were contributed at the conference.

In addition, many retired cadres also suggested that the congress continue to mobilize resources to focus on completing and developing infrastructure; pay more attention to social security policies, taking care of people's lives, especially in remote areas; deploy many proactive solutions to respond to climate change and natural disasters; focus on preserving traditional cultural identity, conserving and promoting local historical values; combine economic development with ensuring national defense and security, maintaining political stability, social order and safety.
