After 5 years of implementing the Resolution of the 13th National Party Congress and the Resolution of the 17th Lang Son Provincial Party Congress, term 2020-2025, with the solidarity and determination of the Provincial Party Executive Committee, the Provincial Party Standing Committee, the efforts of the entire political system, the consensus and active participation of the people and the business community, Lang Son province has achieved many positive results.

Bright spots in socio -economic development

Overcoming difficulties caused by the impact of the Covid-19 pandemic, Lang Son province's economy has recovered effectively. The growth rate of gross regional domestic product (GRDP) in the 2021-2025 period is estimated at 7.1%. The economic structure continues to shift in the right direction.

2025 is the last year of the term, recording the proportion of agriculture and forestry at 20.51% (down 2.74% compared to 2020), industry and construction at 28.06% (up 6.17%), services at 47.22% (down 2.98%), product taxes minus product subsidies at 4.21% (down 0.46%). GRDP per capita increased from 44.2 million VND in 2020 to an estimated increase of 71.1 million VND in 2025, equivalent to an increase from 1,917 USD to 2,900 USD.

In particular, the economic strength of the border gate continues to be focused on investment for rapid development . The border gate planning system is supplemented and completed. Infrastructure in the border gate area is invested in synchronous construction. Lang Son province has allocated over 10,000 billion VND from public investment capital for the border gate area, an increase of more than 6,000 billion VND compared to the previous period.

The total import-export turnover of all types of goods through Lang Son province's border gates in the 2021-2025 period reached 234.58 billion USD, the total import-export turnover declared at Lang Son Customs reached about 24.2 billion USD. Local goods export is estimated at 780 million USD, an average annual increase of 8.81%.

Along with that, administrative procedures have been gradually simplified, technology has been applied, and digital transformation in the management and operation of import and export activities has created publicity, transparency, and reduced costs and time for people and businesses. During the term, Huu Nghi international border gate was chosen as the first border gate in the country to pilot the construction of a smart border gate.

The cultivation sector has seen strong changes in crop structure and seasons, applying high-tech advances in production; concentrated growing areas of specialty and key products of the province with more than 6,700 hectares certified to VietGAP, GlobalGAP, organic and other quality standards. The annual forestation area reaches 9,468 hectares, the forest cover rate by 2025 is estimated at 64.5%, an increase of 1.5% compared to 2020.

The total import-export turnover of all types of goods through Lang Son province's border gates in the 2021-2025 period reached 234.58 billion USD, the total import-export turnover declared at Lang Son Customs reached about 24.2 billion USD. Local goods export is estimated at 780 million USD, an average annual increase of 8.81%.

Industry has developed steadily, trade and services continue to receive investment and development; tourism has gradually become an important economic sector. Lang Son Geopark has been recognized as a UNESCO Global Geopark, opening up great opportunities to attract domestic and international tourists.

The socio-economic infrastructure system, focusing on transport infrastructure, urban areas, industrial zones and clusters, has received investment and upgrading attention. The total social investment capital in the province in the 2021-2025 period is estimated at 181.7 trillion VND.

During the term, Lang Son province also started many inter-regional transport projects, important industrial park and cluster projects such as: Huu Nghi-Chi Lang border gate expressway; Dong Dang (Lang Son province)-Tra Linh (Cao Bang province) expressway, upgrading National Highway 4B section Km3+700-Km18 and section Km18-Km80; VSIP Lang Son Industrial Park project, industrial clusters: Dinh Lap, Ho Son 1, Hoa Son 1, Bac Son 2... completed and put into use a number of provincial road, district road and border patrol road projects; completed and put into operation 3 hydropower plants.

It is estimated that by the end of 2025, 100% of communes will have asphalt or concrete car roads to the commune center, an increase of 12.7% compared to 2020. The rate of villages with hardened car roads to the village center will reach 91%, an increase of 26%.

The business investment environment continues to improve, creating favorable conditions to attract investment and develop economic sectors. During the term, 3,334 new enterprises were established, with a total registered capital of VND 32,275 billion, an increase of 1,496 enterprises compared to the previous term.

National target programs on economic and social development in ethnic minority and mountainous areas and sustainable poverty reduction were effectively implemented, thereby allocating and disbursing 5,428 billion VND. During the term, 47/88 communes and 315/644 villages escaped the category of special difficulties, achieving the targets assigned by the Central Government.

The average annual poverty rate will decrease by 2.95%, and it is estimated that by the end of 2025, the entire province will have 1.36% of poor households. Attention will be paid to the development of social housing. The program to eliminate temporary and dilapidated houses will be focused on, and by the end of August 2025, all 6,508 temporary and dilapidated houses will have been eliminated.

The all-people national defense posture associated with the people's security posture is built and consolidated increasingly strongly; closely and effectively combining economic, cultural, social and foreign development with national defense and security.

Lang Son province is a bright spot in the country in implementing the construction of border marker inspection roads and border protection. As of April 25, Lang Son province has built and completed 310 roads, with a total length of nearly 70km; installed 1,125 solar lights, with a total length of 63.4km with a model of lighting up border patrol roads.

People's diplomacy, defense diplomacy, and the mass movement to participate in protecting territorial sovereignty and national border security in the new situation have been effectively organized and implemented with many good models and creative methods such as: Building a model of the mass movement to participate in protecting national border sovereignty in border communes; coordinating with authorities and functional forces to effectively implement the activities of twinned residential clusters between villages and communes. These activities have contributed to building a peaceful, friendly, stable and sustainably developed border, strengthening solidarity, friendship, cooperation and development.

National security and social order and safety are ensured. Lang Son province promotes the building of a clean, strong, disciplined, elite, and modern police force to meet the requirements and tasks in the new situation; reorganizes the police apparatus in the direction of "a comprehensive province, strong communes, and close to the grassroots". The movement of the entire people to protect national security is focused on, innovated, and effectively promoted.

Market management, the fight against smuggling and trade fraud have had many positive changes. Functional forces such as market management, customs, border guards and police... regularly and proactively coordinate to develop plans, launch many peak inspection campaigns, and resolutely handle violations on the border and inland, thereby curbing smuggling, trade fraud and counterfeit goods in the area.

Deeply aware that the application of science and technology, digital transformation and creative breakthroughs are effective directions in developing social life, the Standing Committee of Lang Son Provincial Party Committee issued Resolution No. 49-NQ/TU dated September 28, 2021 on digital transformation by 2025, with a vision to 2030.

Up to now, the digital transformation work of Lang Son province has been deployed synchronously and comprehensively on all 5 pillars including: Digital transformation in Party agencies, digital government, digital economy, digital society and digital border gates.

Shared digital platforms, information systems, and specialized databases are maintained and used effectively; digital economy and digital society are given attention and positive results are achieved. During the tenure, the digital border gate platform was first deployed nationwide and operated stably.
