On July 16, the Supervisory Delegation of the National Assembly Standing Committee held a seminar on the development and use of human resources, high-quality human resources for the orientation of new economic development, new fields. Member of the Party Central Committee, Chairman of the Committee for Culture and Social Affairs Nguyen Dac Vinh - Deputy Head of the Supervisory Delegation chaired the seminar.
The seminar was attended by representatives of the Ministry of Education and Training and related ministries; higher education institutions, experts, scientists; and members of the Supervisory Delegation.
Invest "to the right level and worth"
According to Professor, Dr. Nguyen Dinh Duc, University of Technology (Vietnam National University , Hanoi ), human resources, especially high-quality human resources, are not only a fundamental factor, but also a driving force that determines the success of the process of transforming the socio-economic development model.
High-quality human resources are also the most important factor determining the success of implementing Resolution No. 57-NQ/TW on breakthroughs in science, technology, innovation and national digital transformation (Resolution 57).
Emphasizing that the Party and State have issued many important policies to orient human resource development in key technology industries, Prof. Dr. Nguyen Dinh Duc reiterated that most recently, after Resolution 57, the Prime Minister issued Decision No. 1131/QD-TTg dated June 12, 2025 approving the List of strategic technologies and strategic technology products until 2035, with a vision to 2045. This document clearly identifies priority areas for development such as: artificial intelligence, semiconductors, new materials, biotechnology, renewable energy, etc.
These are all fields that require high-quality human resources, with high research capacity, innovation and international integration. The policy has been established, however, Prof. Dr. Nguyen Dinh Duc realized that the most difficult part is the process of organizing and implementing it. It is necessary to invest enough resources, "at the right level and at the right level", to attract, train, foster and develop highly qualified experts and engineers for new industries and fields.
Citing lessons from China, Prof. Dr. Pham Thanh Huy - President of Phenikaa University (Hanoi) said that to develop new technology industries, it is necessary to have early forecasting and planning, long-term vision, and a systematic training plan, thereby investing throughout and focusing on developing technology infrastructure.
In particular, it is necessary to create a legal corridor for close cooperation between schools and businesses. Businesses not only recruit but also need to participate in training; schools not only teach theory but also have to keep up with the development speed of the industry and field...
From the practice of developing high-quality human resources in recent times that has not kept up with the requirements of the times and the expectations of the guiding documents, Associate Professor, Dr. Dang Hoai Bac - Director of the Academy of Posts and Telecommunications Technology, said that the development of high-quality human resources needs to be approached as a strategic national program, with synchronous groups of solutions from institutions, investment, to public-private partnership and international integration...
Focus on developing STEM human resources
Discussing and clarifying some of the contents discussed by delegates, Deputy Minister of Education and Training Hoang Minh Son emphasized that in order to develop human resources, it is necessary to evaluate, clearly recognize the current situation and trends and have appropriate solutions.
According to the Deputy Minister, in the coming time, we will focus on developing high-tech industries. The approach of the Ministry of Education and Training is to focus on developing STEM human resources. When training well in STEM fields from basic science, mathematics, computer engineering, technology, the adaptation to high technology and new technology will be faster.
“If we focus on specialized training for each specific industry and technology, it will be difficult to know what the human resource structure will be like in the next 5-7 years,” Deputy Minister Hoang Minh Son raised the issue, and at the same time suggested that it is necessary to build a common information database system to connect training and the labor market…
Affirming that human resources, especially high-quality human resources, are the key factor for the country to develop quickly and sustainably; however, Mr. Nguyen Dac Vinh - Chairman of the Committee for Culture and Society said that this is a broad issue, requiring a national strategy to forecast and provide general direction, from which ministries, branches and localities can have their own strategies and plans.
In the new context of establishing a growth model associated with science and technology development according to Resolution 57, the demand for science and technology human resources is very large. In addition, green transformation promotes the development of new industries such as renewable energy, organic agriculture and biotechnology.
This requires increased investment and improvement of training quality of key universities and vocational training institutions, linked to priority occupational groups and new, important fields.
According to Mr. Nguyen Dac Vinh, training human resources, high-quality human resources must be linked to the structure of industries and fields. Because the current labor market changes very quickly, fluctuates continuously, requiring grasping trends, having optimal training orientation, to meet market needs.
Also at the seminar, delegates affirmed that Vietnam is entering a period of strong transformation of the economic growth model towards sustainability, inclusiveness and based on science - technology - innovation.
Modern economic models such as digital economy, green economy, knowledge economy, circular economy, along with the emergence of high-tech industries, cutting-edge technologies such as artificial intelligence (AI), big data, Internet of Things (IoT), biotechnology, robots, new materials... pose urgent requirements for highly adaptable, high-quality human resources with the capacity for innovation in the era of national development.
Thanking the delegates for their opinions, Mr. Nguyen Dac Vinh said that this is a practical basis for the Supervisory Delegation to have more arguments to assess the current situation as well as propose and recommend on the development and use of human resources, high-quality human resources for the orientation of new economic development and new fields.
