In 2024, Quang Ninh identified the working theme as "Improving the quality of economic growth; developing culture and people rich in Quang Ninh identity". Focusing on attracting and improving the "quality" of foreign direct investment (FDI) is one of the key tasks of the province.

Quang Ninh maintains the view of not attracting FDI at all costs, but prioritizing high-tech, environmentally friendly processing and manufacturing industrial projects with high investment capital, high added value, actively contributing to growth and participating in the global value chain.

This year, the province has determined to strengthen and be proactive in attracting FDI capital with the goal of reaching 3 billion USD and developing at least 2,000 new enterprises.

Efforts from the beginning of the year

To contribute to realizing the target of 3 billion USD of FDI capital, from the beginning of the year, the province promptly issued resolutions and plans on orientations for perfecting institutions and policies, improving the quality and effectiveness of foreign investment cooperation until 2030, in which it sets out targets and solutions to attract FDI in the short, medium and long term.

Mr. Chau Thanh Hung, Deputy Head of the Management Board of the Economic Zone (EZ) of Quang Ninh province, said that from the beginning of the year, the Management Board has developed a specific plan to implement the economic growth scenario; at the same time, it has coordinated with investors in industrial park (IP) infrastructure to organize meetings with enterprises investing in the IP to promptly listen to difficulties, seize opportunities, and anticipate the wave of FDI capital shift.

Mr. Pham Xuan Dai, Head of the Quang Ninh Economic Zone Management Board, added that the unit has coordinated with the infrastructure investors of the industrial parks to review the existing clean land fund, thereby unifying the list of investment attraction invitations. At the same time, he requested the investors of the industrial parks to continue to coordinate with the relevant local authorities to accelerate site clearance, carry out synchronous investment in technical infrastructure in the industrial parks, and create clean land funds to continue attracting investment.

Quang Ninh provincial government has determined that attracting quality FDI capital will help the province quickly expand and increase investment capital for development, increase production capacity, contribute to economic restructuring, and create many new jobs for workers. Therefore, the province always pays attention to creating favorable conditions to attract investors and constantly increase advantages in economic zones and industrial parks in the area.

In addition to incentives like other localities for FDI capital in terms of taxes, land, administrative procedures and cheap labor, Quang Ninh also has distinct advantages in terms of access to domestic and foreign markets due to its favorable geographical location and economic position for FDI in high-tech groups such as semiconductors, green energy, digital economy and green economy.

Thanks to that, in the first 7 months of 2024, Quang Ninh "brought back" 1.56 billion USD in FDI capital, 2.2 times higher than the same period in 2023, ranking 2nd in the country only after Bac Ninh province.

Up to now, Quang Ninh has had 130 FDI projects from 20 countries with a total registered capital of nearly 14 billion USD. There are currently nearly 10 projects requesting Quang Ninh to issue investment registration certificates from investors from the United States, South Korea, China and Taiwan (China).

Don't rest on your laurels

Currently, the international context is changing rapidly, complexly and unpredictably with many unprecedented issues, strongly impacting the investment strategies of multinational corporations.

All of the above factors are directly affecting foreign investment activities in Vietnam in general and Quang Ninh in particular.

Realizing this, the province always considers the success of investors as the success of the province and determines that always accompanying and serving investors and businesses is the motto of all levels and sectors.

To grasp information and proactively seek strategic investors, Quang Ninh has worked with the Ministry of Planning and Investment to understand the investment needs of large FDI investors. From there, directly connect, approach, and invite them to research and invest in Quang Ninh.

Investment promotion work is carried out with goals, focus, key points, and in-depth; research and selection of industries with the right orientation to attract investment, green - clean - high-tech projects.

In the coming time, the People's Committee of Quang Ninh province will urge investors of economic zones (Quang Yen, Van Don, Mong Cai), industrial parks (Dong Mai, Song Khoai, Viet Hung, Bac Tien Phong) to focus on completing infrastructure, promptly removing difficulties and obstacles that investors encounter. Infrastructure systems such as highways, airports, ports, etc. of Quang Ninh are continuing to be invested and completed.

Not resting on their laurels, the province's sectors, branches and localities have also proactively overcome difficulties, "looked forward to move forward", and rectified the situation where some cadres showed signs of fear of responsibility, avoidance, and stagnation...

We believe that with Quang Ninh's approach, the number of investors in the province in the last months of the year will continue to increase sharply and the province will "reach the finish line" with the target of 3 billion USD in FDI capital this year.
