Nho Quan speeds up the implementation of multi-purpose irrigation projects

Taking advantage of favorable weather right after the Lunar New Year holiday, Nho Quan district has encouraged investors and contractors to start work early, speeding up the construction progress of multi-purpose irrigation works. These are important projects of the district. In addition to serving the work of flood and storm prevention and protection of residential areas, the completed works will connect traffic with provincial and national routes, contributing to promoting sustainable tourism and economic development in the mountainous district.

At the construction site of the Nam Can dyke upgrade project (from Sui bridge to Cuc Phuong tourist road) combining traffic, tourism development and natural disaster prevention, protecting residential areas of 5 communes and Nho Quan town, dozens of machines and more than 30 workers and laborers of the contractor Hoang Dan Investment and Construction Company Limited are working with an enthusiastic and urgent atmosphere.

Mr. Nguyen Van Huynh, the contractor's representative, said: With the support of the investor, the enthusiastic support of the Party Committee and local authorities where the project passes through and the support of the people, we are determined to concentrate on the construction to ensure not only the progress but also the quality, technique and aesthetics of the project, striving to put the project into operation and use soon. In that spirit, the contractor has encouraged technical staff and workers to start work right from the 4th day of Tet. Although they started work early, everyone was happy and excited thanks to the attention and encouragement of local leaders and business owners.

To date, the project has completed 1.54 km/3.66 km of grade 1 crushed stone foundation layer reinforced with 5% cement; 0.99 km of reinforced embankment on the right side of the route; completed 2/4 of the cross-culverts and the entire restoration of irrigation canals and drainage ditches in residential areas.

The project to upgrade the Nam Can dyke (from Sui bridge to Cuc Phuong tourist road) combines traffic, tourism development and natural disaster prevention and control, protecting residential areas of 5 communes and Nho Quan town with a construction scale including: Upgrading the Nam Can dyke from the foot of Yen Quang lake 4, intersecting with Cuc Phuong tourist road to National Highway 12B with a length of 2,921 m; the designed dyke cross-section is 12 m wide, the width of the dyke surface is reinforced with cement concrete is 11 m; the return irrigation canal has a total length of more than 1,085 m. On the route there are 2 extended culverts, the structure is made of reinforced concrete.

Upgrading and expanding the residential road with the starting point at the Cuc Phuong tourist road intersection, the end point at the East-West intersection, the length of the road is 565.71 m; the designed cross-section of the road is 12 m wide, the width of the reinforced road surface is 11 m. At the same time, the route has 200 m combined with a spillway and a 306.58 m long irrigation canal... The total investment of the project is 60 billion VND from the district budget and the National Target Program, supported by the provincial budget.

Identifying this as a multi-purpose irrigation project, of great significance to the socio-economic development of the locality, the investor, the Nho Quan District Construction Investment Project Management Board (PMU), has made efforts to complete investment procedures and implement the project early. During the construction process, the Board has assigned responsible staff to accompany contractors to promptly remove difficulties and speed up the project's construction progress according to requirements.

Up to now, the value of the accepted and advanced volume is 31,956 million VND. The total capital plan until the end of 2024 is 34,956 million VND, of which 2024 is 3,000 million VND. The total disbursed capital up to now is 31,956 million VND. To serve the goal of natural disaster prevention combined with intra-regional traffic, serving tourism development, connecting and promoting the effectiveness of inter-district roads that have been invested, in 2022, Nho Quan district also decided to invest in upgrading the left dike of Ben Dang river from Quynh bridge to Ben Nhay bridge.

According to Mr. Dinh Ngoc Quyen, Director of the Nho Quan District Construction Investment Project Management Board, the assigned investor, the project's construction investment scale includes: Upgrading the left dike of Ben Dang River, from Quynh Bridge to Ben Nhay Bridge with a length of 2,482 m combined with internal traffic; reinforcing 120 m of the weak dike section with dry rubble in a reinforced concrete frame. Building a branch road connecting the existing residential area to the left dike of Ben Dang River with a length of 125 m.

Construct 5 culverts along the entire route. The construction site is in Quynh Luu commune, with a total investment of 35 billion VND, from the provincial and district budgets. The project implementation period is from 2022 to 2024. With the initiative and positivity of the investor, the project started in December 2023. Up to now, 80% of the embankment volume for dike expansion has been completed and 2/5 culverts on the dike route have been basically completed. The value of the accepted and advanced volume has reached 22 billion VND. The total capital plan until the end of 2024 is 24 billion VND, of which 2024 is 2 billion VND. The total disbursed capital has reached 22 billion VND.

However, the investor and the contractor are facing some difficulties, namely: The project lacks a part of the target for converting agricultural land use to non-agricultural land according to the Land Use Plan until 2030 and the Land Use Plan for 2024, so the site clearance work has not been completed as prescribed. In addition, the project has a connecting end point to National Highway 38B within the infrastructure protection area of ​​Ben Nhay Bridge, so the Ministry of Transport has not approved the connection plan at Ben Nhay Bridge, so the final section of the route with a length of 40 m cannot be constructed.

To speed up the project implementation progress, Nho Quan District People's Committee assigned the Department of Natural Resources and Environment to research and advise the District People's Committee to report to competent authorities to add the project to the Land Use Planning until 2030 and the land use plan, as a basis for implementing site clearance work according to regulations.

Assessing the investment efficiency of multi-purpose irrigation works in the area, Mr. Hoang Khac Tiep, Chairman of the People's Committee of Nho Quan district, said: As a key area of ​​the province, often affected by extreme weather situations, therefore, with different capital sources, in recent years, Nho Quan district has focused on investing in and upgrading the construction of the irrigation system in the area in the direction of multi-purpose.

The projects not only serve agricultural production and protect villages in localities that are frequently affected by storms and floods, but the expansion and upgrading of dykes and traffic routes also open up space for Nho Quan district to implement socio-economic development plans and attract strategic investors. At the same time, they contribute to the implementation of traffic and irrigation criteria in new rural construction, which is an important basis for Nho Quan to aim for the goal of building an advanced new rural district.
