2025 is a special year for the Education sector with many new changes. Below are the education policies and regulations that will take effect from January 1, 2025.
Students learn to drive motorbikes at school, traffic safety is included in the criteria for grading conduct.
Decree No. 151/2024/ND-CP detailing a number of articles and measures to implement the Law on Road Traffic Order and Safety was issued by the Government , effective from January 1, 2025.
Accordingly, primary school students will be taught the following knowledge: recognizing traffic controllers' commands; traffic light signals; common road signs; some common road traffic rules; recognizing the need to comply with road traffic rules; crossing the road safely; choosing and wearing helmets correctly; getting on and off bicycles, motorbikes, and scooters safely; getting familiar with bicycles and how to safely control bicycles; some skills to prevent road traffic accidents.

Secondary school students will learn: road traffic rules; recognize and obey road signs; wear standard helmets and fasten them properly; safety when riding on motor vehicles; how to safely control bicycles and electric bicycles; prevent risks and consequences of traffic accidents and handle traffic incidents.
High school students and vocational school students will learn: road traffic rules; road signs; speed and safe distance of motor vehicles; predicting and avoiding dangers; how to drive a motorbike safely.
Amending regulations on educational quality assessment and recognition of national standards
On December 10, 2024, the Ministry of Education and Training issued Circular No. 22/2024/TT-BGDDT amending and supplementing a number of articles of the regulations on educational quality assessment and recognition of national standards for kindergartens, primary schools, secondary schools, high schools and multi-level general schools. The Circular takes effect from January 25, 2025.
Specifically, the new Circular has amended and supplemented the set of assessment criteria to be consistent with current legal documents such as: standards on facilities and teaching equipment; regulations on the authority to recognize schools meeting national standards according to the decentralization in Decision No. 1015/QD-TTg dated August 30, 2022 of the Prime Minister. Accordingly, the authority to recognize schools meeting national standards is decentralized from the Chairman of the Provincial People's Committee to the Director of the Department of Education and Training and some other regulations.
Regarding assessment criteria, the new Circular reduces the time limit by 1 year compared to the previous regulation so that if a school achieves a low-level education quality accreditation, it can register for external assessment and request recognition of higher-level education quality accreditation after at least 1 year (previous regulation was 2 years) from the date of recognition. This regulation motivates localities and schools to accelerate the progress of resource investment and focus on implementing quality improvement.
Regarding the rate of teachers meeting training standards, the Circular stipulates that schools must comply with the Government's general regulations and the roadmap for improving teacher training standards according to the plans of provinces and centrally run cities.
Changing the high school graduation exam method from 2025
In order to have a legal framework for organizing the Exam for the purpose of graduation assessment, assessing teaching and learning nationwide and serving the purpose of university and college admissions, the Ministry of Education and Training has developed, widely consulted and officially issued Circular No. 24/2024/TT-BGDDT dated December 24, 2024 on the Regulations on High School Graduation Exams from 2025.
The newly issued Regulations, in addition to inheriting the content of the Regulations that have been implemented smoothly and stably in recent years, especially in 2023 and 2024, have the following notable new points:
1. The exam will be organized into 3 sessions, including: 1 Literature session, 1 Math session and 1 optional exam session. Candidates will be arranged according to the optional exam combination to optimize the exam room and score.
2. Use a combination of process assessment scores (report cards) and exam results in graduation recognition at a ratio of 50-50. The average report card score of each year is calculated based on weight.
3. Foreign language certificates will continue to be used for exam exemption in graduation recognition consideration but will not be converted into 10 points in graduation recognition consideration as before.
4. Regarding incentive points: Eliminate the bonus points for vocational certificates for all candidates; eliminate the bonus points for IT certificates, foreign languages, and intermediate vocational degrees for candidates in Continuing Education.
5. Allow foreign candidates to use Vietnamese language certificates to be exempted from the Literature exam in the consideration of high school graduation recognition.
6. For the first time, the High School Graduation Exam has an additional method of transporting exam papers from the exam council's exam paper printing location to the exam paper printing locations of 63 provinces and cities via the encrypted and secure transmission system of the Government Cipher Committee.
"Tighten" early admission to 20%?
The Ministry of Education and Training has announced a draft Circular amending and supplementing a number of articles of the Regulations on university and college admissions for Preschool Education in 2025. Among them, there is a new content that "tightens" early admission to 20%, which is attracting public attention because this control will greatly affect the rights of candidates studying in grade 12.
According to the Ministry of Education and Training, 2025 is the first year that students studying under the new general education program will participate in university entrance exams. Therefore, the innovation of the admission regulations aims to meet the innovation requirements in the 2018 General Education Program, creating a positive impact on teaching and learning at the high school level, especially grade 12.
Stricter regulations on early admission, regulations that if using transcripts for admission, the learning results of the entire 12th grade are required, regulations on unified thresholds to ensure input quality for health and pedagogy groups... all aim to ensure fairness for candidates. At the same time, these regulations help 12th grade students focus on studying and completing the program, preparing solid knowledge, capacity, and qualities, and continuing to study at higher levels.
In addition, there are other policies and regulations such as: Circular 15/2024/TT-BGDDT regulating the management of ministerial-level science and technology topics of the Ministry of Education and Training; Circular 17/2024/TT-BGDDT amending and supplementing a number of articles of the Regulations on standards and procedures for developing and editing general education programs; organization and operation of the National Council for Appraisal of General Education Programs. This Circular takes effect from January 5, 2025; Circular 18/2024/TT-BGDDT promulgating the Education Program to meet the requirements of learners; updating knowledge, skills, and technology transfer.
This Circular takes effect from January 14, 2025 and replaces Circular No. 26/2010/QD-BGDDT dated October 27, 2010 of the Minister of Education and Training; Circular No. 19/2024/TT-BGDDT stipulating the list and periodic time for job transfer under the management scope of the sector and field of education and training at local authorities. This Circular takes effect from January 14, 2025; Circular No. 20/2024/TT-BGDDT amends and supplements a number of articles of the Regulations on enrollment for studying abroad. The Circular takes effect from January 14, 2025; Circular No. 22/2024/TT-BGDDT amends and supplements a number of articles of the regulations on educational quality assessment and recognition of national standards for kindergartens, primary schools, secondary schools, high schools and multi-level general schools. The Circular takes effect from January 25, 2025;
Circular 23/2024/TT-BGDDT amends and supplements a number of articles of the Regulations on standards for facilities of kindergartens, primary schools, secondary schools, high schools and multi-level general schools. This Circular takes effect from January 31, 2025.
