Many socio -economic infrastructure projects in the districts have been invested in and built with funding support from the urban districts. This important support has contributed to many localities achieving the goals of the new rural development program.

Practical and timely support

As a predominantly agricultural area, Phung Thuong commune (Phuc Tho district) faces extremely difficult socio-economic conditions. Among these, educational infrastructure has been one of the most challenging problems for the locality for many years.

In September 2024, hundreds of children in Phung Thuong commune received great joy when their spacious and beautiful kindergarten was officially inaugurated. The project was built with a total investment of over 78 billion VND, of which 50 billion VND was funded by Tay Ho district.

Ms. Nguyen Thi Mai Huong, Principal of Phung Thuong Commune Kindergarten, said that due to difficult circumstances, the teachers and students of the school previously had to share facilities with Phung Thuong Commune Primary School. The school lacked many basic amenities. Since the new school building was constructed, the facilities and equipment have been fully purchased and arranged. Hundreds of children here now have access to much better care and education.

A few years ago, residents in several hamlets and villages in the communes of Tan Hong, Phu Cuong, Son Da, and Tong Bat (Ba Vi district) frequently had to live with flooding whenever there was heavy rain. The reason was that the drainage system along the roads had not been invested in.

In 2023, the People's Committee of Bac Tu Liem District provided Ba Vi District with 50 billion VND to implement two projects to renovate and upgrade drainage ditches along the main roads of Tan Hong - Phu Cuong commune and Son Da - Tong Bat commune. Thanks to this, the problem of "roads flooding whenever it rains" has now been resolved.

More importantly, people no longer get covered in mud when returning home after heavy rains…” - shared Hoang Minh Son, Chairman of the Tan Hong Commune People's Committee.

As a locality with a low starting point and facing many difficulties in implementing the National Target Program for building new rural areas, My Duc district has received considerable support from inner-city districts in recent years, especially in cultural infrastructure. Ms. Duong Thi Hung from Ang Thuong village (Le Thanh commune, My Duc district) said that before 2021, whenever there was a meeting, people had to hold it at the kindergarten.

However, relying on such facilities only met the basic needs for meetings; organizing community activities was extremely inconvenient. The people of Áng Thượng village were delighted when, two years ago, Hà Đông district provided Lê Thanh commune with 1.25 billion VND to build a village meeting hall. The project, completed nearly a year later, helped the locality solve the problem of a community gathering place and improve the cultural life of the people.

Following the issuance of Resolution 115/2020/QH14, and based on the State Budget Law, the Public Investment Law, and Government Decree No. 40/ND-CP guiding the implementation of some articles of the Public Investment Law, the Hanoi People's Committee submitted a proposal to the Hanoi People's Council for consideration to allow districts to use district-level budgets to support disadvantaged districts in building new rural areas.

At the 18th session of the 15th Hanoi City People's Council, for the first time, a resolution specifically implementing Resolution 115/2020/QH14 of the 14th National Assembly was issued, allowing some districts to support the districts in investing in upgrading cultural facilities. This is the first step in concretizing the implementation of Resolution 115/2020/QH14 of the Hanoi City People's Council, based on the general direction of the Hanoi City Party Committee.

Based on Resolution 115/2020/QH14, the Hanoi City People's Council issued resolutions allowing districts to use district-level budgets to support rural development in the districts; and requested that after receiving the support funds from the districts, the districts should promptly allocate capital plans to each project, ensuring compliance with the law on public investment.

To enhance the accountability of the supported districts, Hanoi City also requested that the districts balance and allocate additional funds from their local budgets to implement investment projects; and mobilize all resources to complete the supported projects as soon as possible in the most economical and efficient manner.

According to statistics from the Hanoi Office for Coordinating the New Rural Development Program, from June 2020 (when Resolution 115/2020/QH14 was officially issued) to October 2024, districts have provided nearly 1,100 billion VND in support to disadvantaged districts for new rural development. From this support, 53 socio-economic infrastructure projects in these localities have been invested in, constructed, or upgraded.

Based on the remaining criteria for new rural development in the districts and the objectives of the Hanoi City Party Committee's Program No. 04-CTr/TU, the districts have supported various construction projects such as health stations, cultural centers, schools, restoration and preservation of historical relics, construction of community playgrounds/outdoor sports areas, and upgrading of transportation routes…

Reports indicate that, to date, dozens of socio-economic infrastructure projects have been completed and put into use by the districts, yielding positive results. These projects not only help localities fulfill many criteria and take another step towards the goal of new rural development, but also significantly contribute to improving the quality of life for the people and strengthening solidarity among districts.

At numerous meetings reviewing the implementation of Program No. 04-CTr/TU for the 2021-2025 period, the Standing Deputy Secretary of the Hanoi Party Committee, Nguyen Thi Tuyen, Head of the Program Steering Committee, consistently emphasized the significance and importance of Resolution No. 115/2020/QH14 and the policy of districts supporting rural districts in building new rural areas. Besides requesting continued attention and support from the districts, the Standing Deputy Secretary of the Hanoi Party Committee, Nguyen Thi Tuyen, also requested that the districts pay special attention to and direct the agencies and units managing and using the projects supported by the districts to ensure they are truly effective and for the intended purpose. First and foremost, this is to avoid wasting public assets; secondly, to not betray the goodwill of the people of the districts.
