On the afternoon of September 10, US President Joe Biden arrived in Hanoi, starting a two-day state visit to Vietnam from September 10-11 at the invitation of General Secretary Nguyen Phu Trong. Mr. Biden is the fifth US president to visit Vietnam since Vietnam and the US normalized relations in 1995. The visit takes place on the occasion of the 10th anniversary of the establishment of the Comprehensive Partnership between the two countries (2013-2023). After 10 years of maintaining the Comprehensive Partnership, Vietnam and the US officially upgraded their relationship to a Comprehensive Strategic Partnership. The joint statement on the establishment of the Comprehensive Strategic Partnership between Vietnam and the US was issued on the afternoon of September 10, at a joint press conference between General Secretary Nguyen Phu Trong and US President Joe Biden at the headquarters of the Party Central Committee Office, right after the talks between the two sides.
