Many laws come into effect from July 1, 2023
The Law on Grassroots Democracy; Law on Domestic Violence Prevention and Control; Law on Inspection; Law on Petroleum; Law on Amendments and Supplements to a Number of Articles of the Law on Radio Frequencies took effect from July 1. In particular, the Law stipulates that implementing grassroots democracy is a method of promoting the people's mastery, so that citizens, cadres, civil servants, public employees, and workers can be informed, express their will, aspirations, and opinions through discussion, participation in opinions, decisions, and inspection and supervision of grassroots issues according to the provisions of the Constitution and laws. Accordingly, all citizens practice democracy in the commune, ward, town, village, and residential group where they reside.
The 2022 Law on Prevention and Control of Domestic Violence takes a human rights-based approach and focuses on victims of domestic violence, amending and supplementing acts of domestic violence; the same applies to the target groups. The Law proactively prevents domestic violence, with prevention in place and prevention in place. The Law supplements regulations on information, communicationand education ; consultation content, subjects that need to be focused on consultation and stipulates the responsibilities of People's Committees at all levels in fostering knowledge and skills in preventing and combating domestic violence. Amend regulations on mediation to avoid taking advantage of mediation to avoid handling acts of domestic violence; supplement the "National Hotline for Prevention and Control of Domestic Violence", the responsibilities of the Chairman of the People's Committee at the commune level in handling reports and denunciations of acts of domestic violence and using audio and images of acts of domestic violence.
Regarding the Law on Inspection, it clearly stipulates the time for issuing inspection conclusions; in specific cases, the person making the inspection decision is responsible for reporting to the head of the state management agency at the same level before signing and issuing the inspection conclusion. This is also a new point to overcome the situation of shirking responsibility and avoiding responsibility, contributing to overcoming the situation of slow issuance of inspection conclusions.
Policies have a strong impact on people's lives
That is the regulation on vehicle registration at the temporary residence, from August 15, people can register motorbikes at the temporary residence, commune-level police according to Circular 24/2023 of the Ministry of Public Security . Clause 2, Article 3 clearly states that vehicle owners who are organizations or individuals with headquarters and residence (permanent residence, temporary residence) in a locality can register their vehicles at the vehicle registration agency in that locality; except in the case of winning the auction of the license plate. With such regulations, from August 15, people can completely carry out vehicle registration procedures at the temporary residence without having to return to the locality of permanent residence to register and issue the license plate.
In addition to allowing vehicle registration at the temporary residence, Circular 24/2023 of the Ministry of Public Security also records many other new regulations such as: vehicles that have expired, are damaged or have transferred ownership of the vehicle will retain the license plate to be reissued when the vehicle owner registers another vehicle under his/her ownership; if traffic violation fines are not paid, violators will not be able to complete vehicle registration procedures...
Another policy that many people are interested in is the regulation to increase the duration of e-visas from 30 days to 3 months, valid for one or multiple entries. Accordingly, from August 15, the Law amending and supplementing a number of articles of the Law on Exit and Entry of Vietnamese Citizens and the Law on Exit, Entry, Transit and Residence of Foreigners in Vietnam of the National Assembly officially took effect.
The law also increases the temporary residence period from 15 days to 45 days for citizens of countries that Vietnam unilaterally exempts from visas and are considered for visa issuance and temporary residence extension according to other provisions of the law.
In addition, there are some notable new regulations such as adding information about "place of birth" to passports; removing the requirement that passports must be valid for 6 months for people leaving the country to create conditions for citizens to travel abroad; being able to apply for ordinary passports, report lost ordinary passports, restore the validity of ordinary passports online...
