Attending the conference were heads of functional agencies of the Navy; Rear Admiral Nguyen Dang Tien, Party Committee Secretary, Political Commissar of Naval Region 3; comrades in the Party Committee, Head of the Naval Region 3 Command and officers in charge of agencies and units under the Region.

Vice Admiral Tran Thanh Nghiem, member of the Party Central Committee and Commander of the Navy, presented flowers to congratulate the two comrades on their new appointment.

Implementing the decision of the Minister of National Defense to appoint Rear Admiral Nguyen Thien Quan, Commander of Naval Region 3, now holding the position of Deputy Chief of Staff of the Service and appoint Colonel Pham Anh Tuan, Deputy Commander, Chief of Staff of Naval Region 4, now holding the position of Commander of Naval Region 3. The conference listened to the competent agencies of Naval Region 3 report on the minutes of handover of responsibilities and tasks of Commander of Naval Region 3.

Vice Admiral Tran Thanh Nghiem gave a speech directing the conference.

Speaking at the conference, the Navy Commander congratulated and highly appreciated the contributions of Rear Admiral Nguyen Thien Quan during his work at Naval Region 3 and hoped that with his mettle, experience and qualities, he would continue to strive, promote his capacity and experience during his work, and excellently fulfill his assigned duties and tasks.

The Standing Committee and the Chief of Naval Region 3 Command presented flowers to congratulate comrades Nguyen Thien Quan and Pham Anh Tuan.

The Navy Commander requested Colonel Pham Anh Tuan, in his new position, to quickly grasp the situation and tasks, inherit and promote the achievements and results that have been achieved, together with the Standing Committee of the Party Committee and the Naval Region 3 Command, to unite, lead and direct agencies and units in the entire Region to successfully complete all assigned tasks; constantly consolidate and build close solidarity with local Party committees, authorities and people; contribute to firmly protecting the sovereignty of the sea and islands of the Fatherland in the new situation.
