The Hanoi People's Committee has just issued Decision No. 5185/QD-UBND amending and supplementing Decision No. 4702/QD-UBND dated September 6, 2024 of the City People's Committee promulgating the Project to improve capacity and ensure fire prevention and fighting safety (PCCC) and rescue and relief (CNCH) in the capital for the period up to 2025, with a vision to 2030.
According to the decision, amend and supplement Article 1 of Decision No. 4702/QD-UBND of the City People's Committee. In which, regarding the adjustment of the assignment of tasks of the Project: Tasks under the authority and responsibility of the city's departments, branches and sectors and the district-level People's Committees (previously) are assigned to the Department of Finance, Department of Construction, Department of Home Affairs, Department of Education and Training, Department of Science and Technology, Department of Culture and Sports, Department of Agriculture and Environment, Management Board of Hanoi High-Tech Park and Industrial Parks and Commune-level People's Committees to implement.
Regarding updating, amending and supplementing new contents according to regulations on fire prevention and fighting and search and rescue, for the Department of Construction, Department of Industry and Trade, Department of Agriculture and Environment, Management Board of High-Tech Parks and Industrial Parks of Hanoi, the additional task of maintaining the implementation of state management tasks on fire prevention and fighting and search and rescue within the scope of their authority includes: Propagating, disseminating and educating laws and knowledge on fire prevention and fighting and search and rescue; appraising and checking acceptance results; organizing inspections and checking fire prevention and fighting and search and rescue safety conditions; handling administrative violations, suspending the operation of violating establishments, organizations and individuals; handling administrative procedures on fire prevention and fighting and search and rescue; organizing training, fostering fire prevention and fighting and search and rescue skills for civil servants and unit leaders, guiding relevant departments, branches and sectors, and commune-level People's Committees on contents in the fields assigned to them according to regulations.
The City People's Committee abolished the content of the Certificate of Fire Prevention and Rescue Training; replaced the phrase Circular No. 150/2020/TT-BCA of the Ministry of Public Security with the phrase Circular No. 36/2025/TT-BCA of the Ministry of Public Security within the scope of the task of perfecting and improving the capacity and effectiveness of on-site fire prevention and rescue forces (civil defense forces, grassroots fire prevention and rescue forces, specialized fire prevention and rescue forces).
Replace the phrase "residential area with risk of fire and explosion" with the phrase "residential area with many facilities and constructions with high risk of fire and explosion causing serious human damage".
The City People's Committee also adjusted the contents related to the administrative boundaries at the district level (previously). Accordingly, it will be immediately implemented in the areas of wards and industrial clusters, small-scale industries, craft villages, residential areas with many facilities and constructions at high risk of fire and explosion causing serious human damage in the communes with the following tasks: Propaganda and mobilization of individual houses, houses combining production and business to equip automatic fire alarm systems and local fire alarm equipment. Review and remove barriers, platforms, pedestals, barriers, canopies, and awnings that hinder the operation of fire trucks. Review and bury power grids and communication cables (or other suitable solutions) to resolve the situation of power grids and communication cables overlapping and sagging, affecting traffic serving fire trucks. Review and supplement water supply pipes for fire fighting on streets, alleys, lanes, and alleys over 200m deep that fire trucks cannot enter and are not in the clearance planning area.
