The Ministry of Justice is reviewing the draft Decree amending and supplementing a number of articles of Decree No. 204/2004/ND-CP dated December 14, 2004 of the Government on salary regime for cadres, civil servants, public employees and armed forces.
The draft Decree, drafted by the Ministry of Home Affairs, is expected to take effect from January 1, 2026.
One of the notable proposals is to adjust leadership position allowances for commune-level leadership positions.
Accordingly, the allowance for the new Commune People's Committee Chairman is 0.6. The proposed level of 0.7 is applied to this position in Hanoi and Ho Chi Minh City. This level is 0.35-0.45 higher than the current regulation.
Based on the list of positions, groups of positions, and leadership positions of the political system prescribed in Regulation No. 368-QD/TW of the Politburo, the drafting agency stipulates two levels for each position: Communes, wards, and special zones in Hanoi, Ho Chi Minh City, and the remaining communes, wards, and special zones.
At the same time, the draft decree stipulates that the new commune-level leadership position allowance is 0.05-0.1 lower than the old district level.
The Ministry of Home Affairs said this plan ensures proper implementation of the Politburo's direction; is suitable and corresponds to the functions, tasks and authority of the commune-level administrative agencies and units after the arrangement.
